MANILA, Philippines – The Land Transportation Office (LTO) is set to distribute in March 2018 its backlog of more than 3-million licensed plates.
However, the LTO clarified it will not cover motorists who applied for vehicle registration from the period of 2013 to 2016.
In an interview on the ‘Program Get it Straight with Daniel Razon’, LTO Chief Assistant Secretary Edgar Galvante said the agency will issue license plates to motorists who applied for vehicle registration from July 2016 to December 2017.
The new plates will come from LTO’s new supplier.
Host, Daniel Razon asked if this means, if you bought your vehicle before July 2016 or applying for a renewal, you shouldn’t expect to receive your license plate until the problem with the Supreme Court and COA has been resolved.
Galvante said, ” That’s correct. What will be issued to them are just validation stickers. They can use their old license plates, but the validation stickers will serve as proof that their registration has been updated.”
Meanwhile, other motorists are left with no other choice but to use validation stickers while the LTO is resolving the problem on the matter.
According to Galvante, Filipino-Dutch company JKG-PPI, the previous license plates supplier of the government, failed to submit necessary documents required by the Commission on Audit (COA).
Galvante said, not until the Supreme Court decides on COA’s petition and notice of disallowance against JKG-PPI, will the agency be able to resolve the problem with the license plates.
“So the problem really lies with the contractor?” Razon asked.
Galvante replied, “In the first place, COA disallowed it because they lack sufficient documents. There are requirements needed from them, but they failed to comply. That’s why the payment due them was held.”
Aside from the issuance of car plates, the new contract also covers LTO’s purchase of new apparatus for the production of license plates in the country. — Joan Nano | UNTV News & Rescue
