Valenzuela City’s Bagong Kaunlaran to be placed under community lockdown

MANILA, Philippines — The city government of Valenzuela announced on Thursday (July 23) that it is placing Bagong Kaunlaran in Barangay Paso de Blas under community lockdown. 

It will take effect from 12:00 AM of July 25 to 11:59 PM of August 9.

According to Mayor Rex Gatchalian, the measure follows the increase in number of residents contracting COVID-19 based on the recent community swab testing where 50 percent of its population yielded positive results.

During the lockdown period, the city government will distribute food rations and hygiene kits to the affected community to be delivered in four rounds:

  • July 25
  • July 30
  • August 4
  • August 9

All residents are not allowed to go out during the lockdown period.

Violations of the lockdown protocol will incur P5,000 fine under the city’s Stay At Home Ordinance and P10,000 plus imprisonment of up to 30 days under the city’s COVID-19 Spread Prevention Ordinance.

Valenzuela City imposes ‘no QR code, no entry policy’ for indoor establishments

MANILA, Philippines – The Valenzuela City government has moved the implementation of its ‘no QR code, no entry policy’ to an earlier date as requested by the residents themselves.

Instead of November, the new policy will take effect on October 5, according to Lauro Caiña, head of the Valenzuela City Public Information Office (PIO).

Under the new order, residents, establishment owners and even visitors are required to register with the city’s contact tracing app — the Valenzuela Tracing Application (ValTrace).

The mobile application was launched in accordance with City Ordinance No. 783 in lieu of the physical contract tracing forms that were being filled out in every establishment. 

The city government is confident that this new policy lowers the risk of virus transmission compared with printed forms.

“This is more secure than manually filling out ang form,” Caiña said. 

To register, the public may visit and provide the required information. A username and a password should be created.

The app also has a merchant version which provides establishments with QR code scanner to scan the QR codes of individuals entering their premises.

Meanwhile, the National Privacy Commission (NPC) reminds developers of contact tracing applications to limit the information being requested from users to ensure compliance to the provisions of the Data Privacy Act.

According to Atty. Stephen John Duma of NPC, clients must be assured that their information is protected and will only be utilized for contact tracing purposes.

For its part, the Valenzuela City government assured to keep personal details confidential and that information will only be kept for 30 days. MNP (with reports from Vincent Arboleda)

Valenzuela City signs ordinance prohibiting jokes, false claims on COVID-19

The Valenzuela City Government has signed an ordinance that will penalize individuals making jokes/pranks or spreading false claims about the coronavirus disease (COVID-19).

Based on the “Bawal Ang COVID-19 Jokes” ordinance, it is prohibited to spread false information or jokingly accuse someone of being infected with COVID-19.

The prohibitions also include jokes on social media, “by word of mouth, written, printed or video through whatever form of communication”.

Violators of the ordinance will face a penalty of P5,000 worth of fine and/or community service. AAC

Council bans kite-flying in Valenzuela City

MANILA, Philippines — The local government of Valenzuela has approved an ordinance that would prohibit and penalize kite-flying in the city while it is under a state of public health emergency.

The City Council passed Ordinance No. 695 Series of 2020 or the “Anti-Kite Flying Ordinance,” that seeks to prevent “kites from getting entangled with powerlines” and “causing further inconvenience and posing dangers to the city and its citizens in these trying times.”
