Task Force Bangon Marawi says rehab efforts now 75% complete

The Task Force Bangon Marawi (TFBM) on Tuesday said that the government-led rehabilitation of Marawi City following the 2017 siege is now about 75 percent complete.

TFBM chairman Secretary Eduardo del Rosario issued the statement in line with the call of President Rodrigo Duterte for the task force to hasten the rehabilitation efforts in Marawi City during his final State of the Nation Address (SONA) on July 26.

Del Rosario said that with regard to the ongoing horizontal and vertical projects in the Marawi rehabilitation, they are now around 70 to 75 percent accomplished.

Del Rosario, who also heads the Department of Human Settlements and Urban Development, said that just last week, some 170 permanent shelters were awarded to families of internally displaced persons (IDP) previously living along danger zones.

In February, the TFBM awarded 109 housing units to recipients.

The projects were carried out with funding assistance from the Japanese government.

Del Rosario said that by August, they will be turning over 200 permanent housing units from the projects of the National Housing Authority (NHA).

“We are on track to complete all these projects by December of 2021,” he said.

Aside from housing units within Marawi’s most affected area, the government is also developing other projects such as the city jail and the police station. RRD (with details from Correspondent Weng Fernandez)

2 Dawlah Islamiyah-Maute Group members surrender

MANILA, Philippines — Two members of the terrorist Dawlah Islamiyah-Maute Group (DI-MG) yielded to authorities on Wednesday (September 1), the military reported.

They were identified as alias Mosab, 19 years old and alias Hodaifa; both hail from the municipality of Piagapo

The two surrendered to Joint Task Group Haribon in Kampo Ranao, Marawi City.

Mosab revealed that he was forced sometime in January, this year, to join the terrorist group. He was involved in sowing atrocities in the province to include numerous firefights against government forces that caused fear and even displaced some families in the hinter areas of Madalum and Piagapo in Lanao del Sur and Munai and Tangcal in Lanao del Norte.

Meanwhile, Hodaifa left the group this year upon “realizing the deceptive intent of the DI-MG of capitalizing on violent extremism as the true Jihad.” He was part of the group that terrorized and attacked Marawi City in 2017.

The two surrenderers brought with them two M-16 rifles with ammunition.

Brig. Gen. Jose Maria Cuerpo II of JTG Haribon, also the commander of the 103rd Infantry (HARIBON) Brigade, assured the safety and well-being of the former insurgents.

Meanwhile, Piagapo Vice Mayor Ali Sumandar urged the remaining DI-MG members to surrender. He also encouraged residents to report to the nearest military unit the presence of the terrorist group in their area.

MANILA, Philippines – Marawi City Mayor Majul Gandamra confirmed he has tested positive for novel coronavirus disease (COVID-19).

In a message to his constituents posted on Facebook, Gandamra said he was informed of his test result on Sunday night.

“It is with deepest concern that I wish to inform you all that despite careful and religious observance of the minimum health protocols, I have tested positive for COVID-19. This was confirmed after receiving my RT-PCR result at 9:20 this evening,” he said.

He asked those who recently had close contact with him to have themselves tested or undergo quarantine either at home or in a facility in their respective areas.

Gandamra also called on his constituents to remain vigilant and to continue observing health protocols as he urged them to not be afraid to get vaccinated against the viral respiratory disease.

“I am certain that we are all tired of fighting this unseen opponent. However, I would like to emphasize that this is not the time to relax and become complacent of our actions,” he said.

“Instead, this is a wake-up call to all of us that we should be vigilant and strictly follow the minimum health protocols implemented in the city. Refrain from nonessential travels and avoid mass gatherings as much as possible to effectively avoid being contracted of this virus,” he added.

“Furthermore, this is also a call to action to not be afraid to get vaccinated as this is by far the most impactful move that our government is doing to protect ourselves from the disease,” Gandamra further stated.

The mayor did not say if he has manifested symptoms of coronavirus disease.

He said he is undergoing protocols for COVID-19 patients but assured that the city government will continue providing services for its residents.

Marawi rehabilitation to kick off before end of October

MARAWI CITY, Philippines — A year since President Rodrigo Duterte declared the liberation of Marawi City from terrorists on October 17, 2017, residents still cannot shake off the fear that a similar incident could descend upon them again.

“Yung takot di naman mawawala yun eh. Kasi ever since hindi nangyari sa amin itong ganito, tapos bigla na lang nangyari. Kaya sa puso namin may takot pa rin kami (The fear never goes away. We’ve never had any incidents until the battle broke out all of a sudden. That is why there is still fear in our hearts),” said Norfaidah Magdara, a businesswoman and resident of Marawi.

College student Salmiah Maca Agir echoed the same apprehensions.

“We feel secure na rin po pero may mga time pa rin po na natatakot ka kasi we never know po na may panahon na magkakaroon ng ganong pangyayari ulit (We feel secure in a way, but there are times that we still feel afraid because you don’t know when a similar incident will strike again),” she said.

Those who are still stuck in evacuation centers lament the long wait for the promised housing units.

“Even though sinasabi nla na liberated na nga pero yung idea na wala ka pa rin sa bahay mo wala ka pa rin sa sinasabi mong home (Even though they say we have been liberated, we still don’t have houses we can call home)” said Agir.

According to Task Force Bangon Marawi (TFBM), debris clearing operations in the most affected area will begin this month.

By the end of October they expect to finally hold the long-awaited ground breaking ceremony of the city’s rehabilitation which will be led by President Rodrigo Duterte.

“In the next few days we will see the deployment of heavy equipment, mga gamit na gagamitin sa (and materials needed for ) debris clearing in sectors 1&2,” TFBM field office manager. Asec. Felix Castro said.

Marawi City Mayor Majul Gandamra said the local government is grateful for all the assistance being given to them; however, they admit feeling frustrated by the slow progress of the rehabilitation efforts.

“Ako’y naiinip but at the same time naintindihan ko ang ating gobyerno. Ako po ay nasa gobyerno at alam ko ang proseso. Even sa local po yung pag iimplement natin ng mga projects dumadaan sa proseso (I am frustrated but at the same time I understand the government’s side. I am part of the government and I’m familiar with the process. Even in the local level, implementations of project go through a process),” he said.

At present, life in Marawi City is slowly returning to normal, particularly in Barangay Basak Malutlut where the battle began in May 2017. — Weng Fernandez
