Solons push for new traffic law to replace emergency powers

QUEZON CITY, Philippines — Lawmakers found an alternative to the emergency powers being proposed to be given to the President.

The transportation committee in the Lower House will revise the Traffic Crisis Act to solve the traffic problem in the country.

House Bill 4334 or the Traffic Crisis Act of 2016, Makiisa, Makisama, Magkaisa will be limited to Metro Manila, Cebu and Davao City.

If approved, the secretary of the Department of Transportation will be designated as the traffic chief.

The traffic chief will have the power to implement new systems to decongest the traffic in selected places in the country.

He will also have full control and supervision in all concerned agencies such as the Land Transportation Office (LTO), Metro Manila Development Authority (MMDA), Land Transportation Franchising and Regulatory Board (LTFRB) and Philippine National Police Highway Patrol Group (PNP HPG).

Department of Transportation (DOTr) Undersecretary Raul Creencia, “We are happy that Congress recognized the need for a single authority, Congress recognized the need to designate one point person who would be on top of traffic management and we are talking about enforcement, education and engineering.”

Some changes that can be implemented are the following.

Putting up additional routes for public transport, expanded number coding scheme, new traffic flow system, opening up subdivisions as alternate route for motorists, MRT 3 buyout, building of the integrated bus terminals and strict license card applications.

The committee plans to push for the approval of the bill before the year ends.

DOTr warns vs fake Sec. Tugade Facebook account

MANILA, Philippines—The Department of Transportation (DOTr) clarified in a statement on Thursday that the Facebook page/account bearing the name Sec Art Tugade does not belong to the transportation chief.

“Please be informed that Secretary Tugade *DOES NOT HAVE A PERSONAL FACEBOOK PAGE or ACCOUNT*, and is *NOT* involved in creating, managing, and handling the said page or other similar accounts,” the department stressed.

“Anything related to Secretary Tugade in his function and designation as Cabinet Secretary, and head of the Department of Transportation (DOTr) is posted *ONLY* in the *OFFICIAL* DOTr social media accounts,” the DOTr added.

The agency also encouraged the public to immediately report to the DOTr any suspicious activity involving this unauthorized account, or any similar accounts for that matter. AAC

DPWH to conduct weekend road reblocking in EDSA

MANILA, Philippines—The Department of Public Works and Highways (DPWH) on Thursday (April 8) announced it will conduct a road reblocking along EDSA beginning Friday (April 9).

The DPWH advised motorists to avoid areas along EDSA Muñoz, in front of East West Bank & Floor Center, Shell, Goodyear, Shell Select & Skymart and take alternative routes.

The road re-blocking will begin on April 9 at 11:00 p.m. until April 12. All affected roads will be passable at 5:00 a.m. on Monday.

EDSA Carousel Bus Augmentation to roll out over Lenten break as MRT-3 closes for maintenance

MANILA, Philippines— Public utility buses (PUB) will be deployed from March 30 to April 4 along EDSA as Metro Rail Transit-3 (MRT-3) and the Department of Transportation (DOTr) launch the EDSA Bus Carousel during the Lenten break.

MRT-3 Director for Operations Michael J. Capati assured that there will be enough buses for passengers when MRT-3 temporary closes for its annual maintenance.

Augmentation buses will  traverse the MRT-3 routes from 5:00 a.m. to 10:00 p.m. beginning March 30 to April 4.  Normal train 0perations will resume on April 5.

“Ipatutupad ang tigil-operasyon sa buong linya ng MRT-3 upang magbigay-daan sa taunang masinsinang maintenance rehabilitation activities ng rail line, (MRT-3 will suspend its operations to give way to its yearly maintenance rehabilitation activities)” the advisory reads.

The maintenance will include turnout replacements, point machine installation, and realignment of CCTV units in every station. AAC
