Security guard arrested for carrying firearm at MRT-3

Security guard, Emelyn Batocabe Zapra was caught carrying a 9mm gun with eight live ammunition inside her bag during entry inspection at the Taft MRT-3 station.

A security guard was arrested Friday morning after she was caught carrying a gun with live ammunition at Taft MRT-3 station.

According to the initial report of local authorities, 28-year-old Emelyn Batocabe Zapra was caught carrying a 9mm gun with eight live ammunition inside her bag during entry inspection.

Zapra, who works as a security guard of Advance Forces Security and Investigation Services Inc., has been charged with violation Republic Act No. 10591 or Comprehensive Firearms and Ammunition Regulation Act and the Omnibus Election Code.

Zapra is now in the custody of the Police Community Precinct-6 in Pasay City.

The statement of the Department of Transportation Metrorail Transit 3 (DoTr-MRT 3) said that due to the incident, they will also heighten its security measures.

“We seek our passengers’ patience and full cooperation as we further tighten the security measures being implemented in our trains and stations. Please note that these measures are being enforced to protect the safety and security of our passengers,” they said.

The DOTr-MRT 3 also encourages passengers to remain vigilant and immediately report suspicious items, individuals, activities to security personnel. —Aileen Cerrudo

MANILA, Philippines — Mas mabuting ilipat sa pamumuno ng Light Rail Transit Authority (LRTA) ang operasyon ng Metro Rail Transit Line 3 (MRT).

Ayon kay Transportation and Communications Secretary Joseph Emilio Abaya, mas makakaya ng LRTA ang handling at management ng MRT.

Sa pagdinig ng Senate Finance Committee kanina, sinabi ni Abaya na labinglimang taon nang pinamumunuan ng Project Management Office ng DOTC ang MRT.

“Short term, hopefully we could transfer MRT 3 transfer to LRTA. We feel that the GOCC running the rails would be in a better position to regulate. As of now, MRT is a mere PMO,” saad nito.

Subalit, inamin ng kalihim na hindi nito inaasahang magre-react sa mungkahing ito ang MRT Corporation (MRTC).

Ang MRTC ay isang private consortium na in-charge sa maintenance ng MRT.

Nasa 53-bilyong piso ang hinihingi ng DOTC sa buyout plan sa MRTC at complete takeover ng pamahalaan sa Mass Rail Transit System.

Ani Abaya, “Hindi naman mako-compromise ang safety ng MRT, hindi pwedeng sipain lang sila. Mapipilitan tayo to close the train.”

Samantala, nadismaya naman ang mga senador sa kabiguan ng DOTC na gampanan ang tungkulin nito, lalo na sa pagpapatupad ng mga proyektong pang-transportasyon na itinuturong ugat ng problema sa trapiko partikular na sa usapin ng bidding ng MRT.

Sen. Chiz: “I see a lack of foresight, and I’m being very kind.”

Sec. Abaya: “Yes, your honor, we do admit. But initial discussions were made two months prior.”

“Frustrating, too much studies… services are suffering.”

“It’s important that you be able also to build up your workforce so just in case the maintenance provider is not able to comply, you can step in,” saad naman ni Senator Grace Poe Llamanzares.

Napag-alaman na noog Setyembe 4 pa natapos ang maintenance contract sa MRT ng Autre Porte Technique Global, Inc.

Subalit ayon kay Abaya, wala pang contractor na maaaring ipalit dahil nagpapatuloy pa ang bidding ng proyekto.

Inamin naman nitong nagkaroon ng pagkukulang ang kagawaran sa hindi kaagad paglagay ng advertisements sa bidding ng MRT.

Dahil dito, pinalawig na kada buwan ang kontrata ng APT Global. Dagdag ni Abaya, nagkakahalaga ng P57 million kada buwan ang nasabing kontrata.

Naniniwala naman si Senator Chiz Escudero na dapat tutukang mabuti ang bidding sa susunod na maintenance provider ng MRT. (Bianca Dava / Ruth Navales, UNTV News)
