MANILA, Philippines — Bilang bahagi ng kanilang pagbisita sa bansa, tinuruan ng San Francisco Police Department ang mga tauhan ng Philippine National Police (PNP) sa mga stratehiyang ginagamit ng United States Police pagdating sa law enforcement.

Kabilang sa itinuro ng delegasyon kung paano i-handle sitwasyon kung saan may lalakeng nagtali ng pampasabog sa katawan sa gitna ng maraming tao.

Ipinakita din ng grupo kung paano iligtas ang isang sugatang kasama matapos ang isang engkwentro sa pagitan ng mga pulis at bank robbers.

Ayon sa San Francisco Police, mahalaga ang ganitong pagsasanay upang maging handa sakaling malagay ang mga pulis sa isang aktwal na sitwayon.

Tinuruan din ng mga dayuhang pulis ang ating mga law enforcers ng mga taktika sa pagpapatrolya gamit ang bisikleta.

Ayon sa pinuno ng delegasyon na si Retired Lieutenant Eric Quema, nagagamit nila ang bike patrol sa surprise arrest gaya sa mga drug bust operations.

Marami na aniyang naaresto ang US Police gamit ang bike patrol. Bukod sa menos gastos dahil hindi nangangailangan ng gasolina, mabuti pa sa katawan dahil nakakapag-ehersisyo habang nagtatrabaho at epektibo sa police visibility.

Ayon kay Quema, mahusay na kombinasyon ang foot, bike at mobile patrol.

“Surprise arrest, it’s outstanding they can maneuver come in quietly and quickly. We do this in the US for drug bust.”

Hinggil naman sa problema ng bansa sa riding in tandem, para sa Filipino-American na si Quema malaking tulong ang increased patrol, pagdadagdag ng CCTV at malakas na ugnayan sa komunidad bilang katuwang ng mga awtoridad sa pangangalap ng impormasyon.

Aminado naman ang delegasyon galing Amerika na sa kanilang pagtuturo ay natututo din sila mula sa mga Pilipinong pulis.

P6.8-M worth of shabu seized, 3 nabbed in Manila drug bust

MANILA, Philippines – Police seized P6.8 million worth of shabu from three drug suspects nabbed in a buy-bust operation in Manila on Monday.

The operation was conducted at past 1 a.m. along Osmeña Road and Vito Cruz Street in Manila by the National Capital Region Police Office (NCRPO) Regional Drug Enforcement Unit, Manila Police District Station 6 and the Philippine Drug Enforcement Agency-NCR.

The suspects, identified as Rudy Kidlat, Mark Anthony Alcantara, and Rona Valenzuela, are allegedly connected to a Chinese criminal group operating in Metro Manila and Cavite province.

The suspects were placed under surveillance for more than a month, according to the NCRPO.

Authorities confiscated 1,000 grams of shabu and a vehicle allegedly used in the delivery of illegal drugs.

Arrested suspects will face charges for violation of the Comprehensive Dangerous Drugs Act of 2002.

PNP confirms armed men in viral video are cops, probe underway

The Philippine National Police (PNP) has confirmed that the armed men in the viral video who beat up a man in Cebu City are cops.

PNP Chief PGen. Oscar Albayalde made the confirmation, saying that the personalities who assaulted an arrested drug suspect were indeed police officers. However, the PNP still refuse to disclose their identities.

The video, that was posted on Facebook, showed that the armed men were in uniform and were carrying high caliber firearms. The post was said to have been published by the victim’s cousin.

Albayalde also said investigation on the case is underway.

“According to Directorate for Investigation and Detective Management  (DIDM) talagang members ng PNP but they are under the custody already. The DIDM is taking the lead in investigating them,” he said. —Aileen Cerrudo (with reports from Lea Ylagan)

PDEA nabs DOH doctor, 6 others in drug buy-bust

MANILA, Philippines – The Philippine Drug Enforcement Agency (PDEA) on Thursday nabbed a medical officer of the Department of Health (DOH) and six others in a buy-bust operation conducted at a Condominium unit in Mandaluyong.

In a report on UNTV News and Rescue’s Ito Ang Balita by JL Asayo, PDEA identified the suspects as licensed physician Dr. Vanjoe de Guzman, Keanu Andrea Flores, Mark Echauz, Gerald Fajardo, Michael Tan and an alias Boy Kulot.

Authorities recovered from the suspects six sachets of suspected shabu with an estimated street value of P340,000 and several bottles containing suspected liquid ecstasy approximately worth P30,000; drug paraphernalia, marked money and a mobile phone.

PDEA agents first arrested De Guzman, Flores and Echauz when they conducted an operation around 12 midnight at the condominium unit turned drug den, allegedly operated by De Guzman.

De Guzman denied the accusation.

“So tingnan niyo, parang kahihiyan sa work ko. I’m from the government, government employee ako tapos [I] will do that, parang… uhm I’m a user, nag-use po ako pero I don’t,” de Guzman said.

DOH said in a statement that De Guzman has been a regular employee since 2015. However, he has not been coming to work since November 2018 despite orders to report to the office.

“Dr. Vanjoe de Guzman is a regular DOH employee from February 2015, however, he has been on AWOL (Absence Without Leave) status since November 26, 2018. Despite written directives to report immediately to the office, Dr. de Guzman has failed to comply. This has prompted for DOH-MMCHD to issue an Order of Separation and commence disciplinary proceedings, in consultation with the Civil Service Commission, for his eventual dismissal from the service,” DOH said.

The other three suspects were nabbed when they showed up at the condo unit during a follow-up operation when PDEA agents contacted them using the seized mobile phone. The three were accused of peddling illegal drugs.

“Oo, inaamin ko gumagamit po ako pero not palagi po (anong trabaho mo?) nagpa-part time po ako [as an] ambassador sa isang club po and then nag-freelance model, talent/extra sa mga tapings,” Flores, a college student, admitted when asked about her involvement in the pot session.

PDEA Agent Winifredo Alagabia Jr. told reporters after the operation what they have recovered from the suspects.

“May nakuha tayong pictures, may mga hubo’t hubad na tao sa cellphone. So, may mga possibility na after using the drugs, nag o-orgy na sila, nag se-sexual orgy na sila. So, maliban sa delikado na ma-overdose, baka delikado din sa spread ng HIV yung ginagawa nila,”

Suspects are detained at PDEA main office for violating the Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. – Robie de Guzman
