Public urged to cooperate as NCR shifts to quarantine alert levels system

MANILA, Philippines – The Philippine National Police (PNP) has called for public cooperation as the pilot implementation of granular lockdowns and quarantine alert levels system in the National Capital Region (NCR) begins Thursday.

In a statement, PNP chief Police General Guillermo Eleazar said the public can help ensure the success of the test by strictly adhering to protocols and being mindful of their own protection from the dreaded COVID-19.

“Sa pag-umpisa ng Alert Level 4 at granular lockdown sa Metro Manila ngayong araw, muling nakikiusap ang inyong PNP sa ating mga kababayan na makiisa at isapuso ang mga alintuntuning ipinapatupad para sa kaligtasan ng lahat,” he said.

Authorities on Thursday began the pilot implementation of the new alert levels system in Metro Manila that seek to curb COVID-19 cases and allow some industries to resume operations.

Metro Manila has been placed under alert level 4 due to high case counts and healthcare utilization rate.

Under the second highest alert level, certain restrictions will be imposed on establishments and activities that are classified as 3 Cs – closed spaces, crowded areas, and activities that promote close contact.

The policy allows certain indoor activities under specific seating capacity for fully vaccinated individuals. Granular lockdowns will also be implemented in particular barangays, buildings and other areas with high infection rate.

In the duration of the said system, curfew hours will be shortened to 10 p.m. to 4 a.m.

Eleazar said police personnel will also continue to implement quarantine and public health protocols.

“Naniniwala ang inyong PNP na ang patuloy na pagsuway ng ilan nating kababayan ay isa sa mga dahilan ng pagtaas ng kaso. Kaya hinihikayat natin ang ating mga kababayan na isa-puso ang mga alintuntuning ito kasama ang pagrespeto sa mas maraming bilang ng mga Pilipino na sumusunod sa mga patarakan at ang pagbibigay ng malasakit sa ating mga healthcare workers na bugbog na sa patuloy na pagdami ng mga kaso ng COVID,” he said.

Data from the PNP showed that a total of 224,626 violators were accosted in Metro Manila alone for violation of the minimum public health safety from August 21 to September 15 when the National Capital Region is under the Modified Enhanced Community Quarantine.

A total of 87,729 were accosted for curfew violation and another 15,296 for violation of the ban on unnecessary travel for non-Authorized Persons Outside Residence.

In the nearby provinces of Bulacan, Cavite, Laguna and Rizal, a total of 1,153,833 violators were accosted for violating of public health protocols, curfew and prohibition on unnecessary travels from August 21 to September 15, the PNP said.

COVID-19 vaccination sa mga bata, palalawigin sa 13 ospital sa Metro Manila – DILG

MANILA, Philippines – Mula sa walong ospital ay palalawigin pa sa 13 ospital sa Metro Manila ang isinasagawang pediatric vaccination kontra COVID-19, partikular sa mga batang may edad 12 hanggang 17 at may co-morbidity.

Ayon kay Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya, tinukoy na ng ilang local government unit (LGU) ang mga ospital na isasama na rin sa listahan ng mga pinagdarausan ng pagbabakuna.

Magsisimula aniya ang expansion sa ika-22 ng Oktubre.

“Ngayon naman po ay pupunta naman po tayo sa mga LGU-based hospitals ‘no and magdaragdag po ng thirteen additional local hospitals doon sa mga ospital na nagsimula na sa national ‘no,” ani Malaya.

“So, ito po ay magsisimula ngayong Friday hanggang October 31. So, ang bawat LGU po ay nag-identify ng isang local hospital para maisama sa pilot ng pediatric vaccination,” dagdag pa niya.

Kabilang sa mga ospital na idaragdag sa vaccination site ay ang Caloocan Medical Center, Ospital ng Parañaque, at ang Pasay General Hospital.

Ang walong ospital na kasalukuyang pinagdarausan ng pagbabakuna ay ang Philippine Children’s Medical Center,
National Children’s Hospital, Philippine Heart Center,
Pasig City General Hospital,
 Fe Del Mundo Medical Center,
 Philippine General Hospital,
 Makati Medical Center at ang St. Luke’s Medical Center sa Taguig.

Paalala ng mga otoridad sa mga magulang na nais pabakunahan ang kanilang mga anak na may co-morbidity na makipag-ugnayan sa nakakasakop na LGU at magpakita ng mga kaukulang dokumento, pati na ang parent consent.

Mula a-16 ng Oktubre ay nasa 1,509 bata na ang nakatanggap ng COVID-19 shots batay sa ulat ng Department of Health.

PNP assessing need to deploy more cops in NCR public areas – Eleazar

MANILA, Philippines – Philippine National Police (PNP) chief Police General Guillermo Eleazar on Monday said he has directed all unit commanders in the National Capital Region (NCR) to continue to assess the need for the deployment of additional police officers in public areas.

Eleazar issued the directive following the downgrading of COVID-19 alert in the NCR to level 3.

The PNP chief noted that in the first weekend of the Alert Level 3 implementation, a number of people flocked to public areas including churches across the metro, the Dolomite Beach at the Baywalk, the Marikina River Park, the Quirino Grandstand, and the Mall of Asia grounds.

A number of people also went outside for their outdoor exercises, he added.

“I have tasked all concerned police offices to determine if there is a need to deploy more cops to enforce the minimum health standards. Kailangang matiyak pa rin natin ang kaligtasan ng ating mga kababayan dahil baka ito na naman ang pagmulan ng pagtaas ng kaso ng COVID-19 sa NCR,” Eleazar said in a statement.

“Kung gusto nating tuloy-tuloy ang pagbaba ng bilang ng natamaan ng COVID-19, kailangang mapairal pa rin ang disiplina at pagsunod sa mga panuntunan sa ilalim ng Alert Level 3. Hindi dahil may pagluluwag na nagaganap, magsisilabasan na tayo sa ating mga tahanan at babalewalain na ang health and safety protocols,” he added.

Meanwhile, Eleazar said they would wait for the decision of the government’s task force for COVID-19 response regarding the mobility of minors amid the easing of some protocols and opening of more business establishments.

“Kami sa PNP ay tagapagpatupad lamang ng mga batas at regulasyon. Hihintayin namin kung ano ang magiging resolusyon nila sa bagay na ito at amin itong ipapatupad nang maayos,” he said.

The capital region will be under Alert Level 3 until Oct. 31.

Under Alert Level 3, the public’s movement, including intrazonal and interzonal travel, will be allowed except for reasonable restrictions based on age and co-morbidities as determined by the local government units.

Individual outdoor exercises will also be allowed for all ages regardless of vaccination status or co-morbidities.

More establishments will also be allowed to re-open at a maximum of 30 percent capacity.

P262 million worth of shabu seized, 4 drug suspects killed in Pampanga ops

Four Chinese nationals were killed in a buy-bust operation that turned into a firefight with law enforcers, the Philippine Drug Enforcement Agency (PDEA) said Monday.

In a statement, PDEA said its agents conducted the operation, together with the police and military forces, in Punta Verde Subdivision in Barangay Pulong Cacutud, Angeles City Pampanga at around 10 a.m.

The buy-bust operation turned into a firefight when the armed suspects engaged the combined forces, it added.

Authorities identified the suspects as Cai Ya Bing alias Cai, 29 years old from Yuncheng City, Shanxi; Erbo Ke alias Payat, 34 from Quanzhou City, Fujian; Huang Guidong, 43, and Wuyuan Shen also known as Jinpeng Zhang, 41, both from Zhang Zhou, Fujian.

All four men were allegedly armed with caliber .45 pistols.

PDEA said 38 kilograms of suspected methamphetamine hydrochloride or shabu valued at P262,200,200 million  was seized from the suspects by combined forces.

Two mobile phones and a digital weighing scale were also recovered from the suspects, it added.
