Police deny torture of Atty. Chong’s aide Richard Red Santillan

LAGUNA, Philippines – The Calabarzon Police has denied the alleged torture of Richard Red Santillan, the bodyguard of election lawyer Atty. Glen Chong.

According to a police report, Santillan was a member of an organized crime group and the subject of a police operation that resulted in his death on December 10 in Cainta, Rizal.

Calabarzon Police Regional Director PCSupt. Edward Carranza said, Chong’s claim of torture was a “serious allegation.”

“We will not let this allegation stain the credibility of the members of the police Calabarzon. We would like to clarify the accusations of Atty. Glenn Chong that Richard Santillan was tortured and that this person is not related in any form of illegal activities,” Carranza argued.

The PNP Crime Laboratory in Rizal explained that based on the autopsy conducted on Santillan’s body, there were no signs of bruises much less of torture.

“Makikita po rito ang mga injuries nan a-sustain sa harap at sa likod  walang mga pasa. Doon sa paa na natanggal daw ang kuko, iyon po ay grace gunshot wound. It is injury sustained nang tumama ang bala sa hinlalake sa kanan. Hindi naman po talaga tinanggal iyon,’ explained Rizal Crime Lab Chief PSupt. Pierre Paul Carpio.

Also, based on the intelligence report from the Police Regional Office-4A, Santillan was in a relationship with Gessamyn Casing whose cousin is the leader of the so-called “highway boys” gang.

During the press briefing on Tuesday (December 18) at Camp Vicente Lim, the PNP presented a diagram that shows Santillan’s links to an organized carnapping group.

Casing and Santillan were both killed in the incident.

But Atty, Chong insists that his aide had never been involved in any criminal activity.

“Puro kasinungalingan iyan. I’m sure about that because I also have my own evidence. Sabi mo na si Richard Santillan carnapper. Kaninong sasakyan ang na-carnap? Sabi nila holdaper, sinong nabiktima? Announce the name, date, place and time. Ipakita ninyo. At iyong ipinagyayabang nilang intel report, ito ba iyong matrix? Iyong picture ni Richard? Galing sa Facebook. Anung klaseng intel report iyan? Kabalbalan iyan ng mga bobong pulis. Tanong ko sa kanilang kapulisan, is a matrix acceptable in the court? Hindi,” Chong argued.

As of press time, the PRO4A is still waiting for the trajectory report of the incident in Rizal that will come from the PNP Crime Lab.

Duterte orders ‘a fair and thorough investigation’ on killing of Richard Red Santillan

MANILA, Philippines – President Rodrigo Duterte has ordered ‘a fair and thorough investigation’ on the killing of Richard Red Santillan, the aide of election lawyer and election fraud accuser Atty. Glen Chong.

“The Palace strongly denounces the brutal and brazen incident which led to the death of Mr. Richard Red Santillan. President Rodrigo Roa Duterte has ordered a fair and thorough investigation of the case until the killers, including the mastermind, are put behind bars.,” according to Presidential Spokesperson Salvador Panelo in a statement on Monday (December 31).

Panelo noted , however, that the Palace will not intervene in the investigation but he assures the administration’s commitment of getting justice done for Santillan’s kin.

Santillan was killed in an alleged shootout in Barangay San Andres in Cainta, Rizal on December 10, 2018.

In a statement released by Police Region 4A Director PCSupt. Edward Carranza three days after the incident, 18 police personnel were implicated in the case – two from the Rizal Provincial Highway Patrol Team; seven from Cainta Municipal Police Station; and nine from the Regional Special Operations Unit of the Regional Intelligence Division of the CALABARZON Regional Police.

Atty. Glenn Chong accused the said policemen of torturing his aide.

“Serious accusations have been made against some members of the CALABARZON Police. Let the chips fall as they may,” Panelo said.

“As we know by now, President Duterte does not condone erring men in uniform who grossly violate the law,” he added. – Marje Pelayo

Two Rizal police officers relieved from post over death of Richard Red Santillan

LAGUNA, Philippines – Two police officers from the Rizal Provincial Police Office were relieved from post Wednesday (December 12) in connection with the death of Richard Red Santillan, the aide of election fraud accuser, Atty. Glen Chong, on Monday (December 10).

Police Region 4A Director PCSupt. Edward Carranza ordered the relief of Rizal Provincial Director PSSupt. Lou Evangelista and Cainta Chief of Police PSupt. Pablito Naganag “to ensure impartiality and preclude any suspicion of undue influence by the two police officials in the ongoing administrative investigation being conducted by the Rizal Provincial Internal Affairs Service (PIAS).”

According to a statement released on Thursday (December 13), the two relieved officers “will be temporarily assigned with the Regional Personnel Holding and Accounting Unit (RPHAU).”

Based on initial investigation, 18 police personnel including two from the Rizal Provincial Highway Patrol Team, seven from Cainta Municipal Police Station and nine from the Regional Special Operations Unit of the Regional Intelligence Division of the CALABARZON Regional Police were identified as having participated in the police operation in Barangay San Andres, Cainta, Rizal that resulted in the death of Santillan.

The cops involved, according to the Rizal Police, are currently restricted to quarters to ensure their availability for questioning in the ongoing investigation of the Rizal PIAS in order to determine possible lapses and violations of police operational procedures in the said police operation.

“Certainly, we will not tolerate our men if there were findings of inaccuracies during the police operation,” Carranza said.

Meanwhile, replacing the two officers relieved were Rizal Deputy Provincial Director for Administration PSUPT Dennis De Leon Macalintal as the Officer-In-Charge of Rizal Police Provincial Office.

P2-M worth of shabu seized in Lipa City, Batangas

BATANGAS, Philippines – Calabarzon Police Regional Special Operations Unit raided the house of a certain Marcial Orbigoso in Barangay Pangao in Lipa City on Monday, May 21.

Authorities seized more than 300 grams of shabu kept inside a vault along with a .45 caliber pistol and other drug paraphernalia.

The confiscated illegal drugs are valued at P2 million.

Calabarzon Regional Director PCSupt. Guillermo Eleazar said, Orbigoso allegedly did the repacking of the illegal substance at his house in Batangas and would send out the items for distribution in Metro Manila.

Orbigoso was previously detained due to drug peddling.

Eleazar said Orbigoso is a high-value target operating in Makati City and Batangas. – UNTV News & Rescue
