Pilot Error, Sanhi ng Pagbagsak ng Eroplanong Sinakyan ni Robredo

MANILA, Philippines – Nagpahayag ng pagka-dismaya si Pangulong Benigno Aquino III nang malaman ang naging resulta ng imbestigasyon kaugnay sa pagbagsak ng eroplanong sinakyan ni dating Interior Secretary Jesse Robredo.

Ayon sa ulat ng special investigation committee, pilot error ang pangunahing naging dahilan ng naturang aksidente.

“Bagaman marami ang nagsasabing ekspertong piloto si Kapitan Jessup M. Bahinting wala siyang angkop na kakayahan, karanasan, at kasanayan sa 1 engine in-operative emergency, malinaw ito nang nabigo niyang panatilihin ang ligtas na paglipad ng eroplano na iisa na lamang makina ang gumagana.”

Ayon sa investigation report, walang nangyaring pre-flight briefing para sa mga pasahero, wala ring karanasan sa ruta papuntang Masbate ang piloto at walang situational awareness sa relative position ng eroplano sa Masbate airport.

Ayon pa sa ulat, tumuloy pa rin ang eroplano papuntang Naga City sa halip na bumalik sa Cebu nang magkaproblema ang right engine nito.

Ang renewal ng lisensya ni Bahinting ay hindi sinasakop ang ‘one engine inoperative emergency’.

Kaugnay nito, iniutos na ni Pangulong Aquino na i-review ang lahat ng permit at lisensya na inaprubahan ng Civil Aviation Authority of the Philippines (CAAP). Muli din nitong ipinasusuri ang mga flying school sa bansa.

“Lahat po ng permit at lisensya na inaprubahan ng CAAP muli nating pinapa-audit at kung may makita tayong shortcut at lumabag sa Phil. Civil Air Regulations agad po nating babawiin.”

Inatasan din ng pangulo ang DOTC at CAAP na imbestigahan ang mga taong kailangang managot sa naturang pangyayari.

“Bubuo rin ng investigation team si Director General Hotchkiss para idetermina ngayon kung sino ang person in CAAP ang may layabilidad criminal or administrative,” pahayag ni DOTC Secretary Jun Abaya. (Nel Maribojoc & Ruth Navales, UNTV News)

DILG hindi pabor sa reproduksyon ng COVID-19 vaccination card

Nagbabala ang Department of the Interior and Local Government (DILG) sa publiko kaugnay ng pagpapagawa ng COVID-19 vaccination card na yari sa isang uri ng plastic card na polyvinyl chloride o PVC.

Ayon kay DILG Undersecretary Jonathan Malaya, mahalaga ang vaccination card at ang mga impormasyong nakapaloob dito.

Kaya’t tanging orihinal na kopya lang nito ang dapat gamitin alinsunod na rin sa pamantayan ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID).

“Madaming paggagamitan iyong vaccination card sa ating mga kababayan para makagalaw, para makapagtrabaho, para makapagbyahe. So, given this situation, kailangan po ay orihinal ang ipakita natin sa mga entry points or kaya naman sa mga mall kung tayo ay senior citizen,” ayon kay Malaya.

Paliwanag pa ng DILG, hindi na orihinal ang kopya nito kung isasaliam sa reproduksyon gaya ng paglalagay ng impormasyon sa PVC card, pagkuha ng litrato, xerox o photocopy at pagpapa-scan nito.

May banta rin sa data privacy o personal na impormasyon ng isang indibiduwal ang pagbibigay ng kopya ng vaccination card sa ibang tao o kumpanya.

Kaya payo ni Malaya, huwag sayangin ang oras, hirap at pera sa pagpapagawa ng PVC vaccination card.

Maari namang protektahan na lang ang orihinal na bakuna card sa pamamagitan ng ilang paraan upang hindi ito masira o mawala kung ito ay dadalahin.

“Kung tayo ay concerned doon sa ating vaccination card, ayaw natin itong masira o mabasa, eh di ipa-laminate na lang. Marami pong paraan para maprotektahan natin ang ating vaccination card without reproducing it or tampering with the original,” ayon kay Malaya.

Maaari namang manghingi ang isang indibidwal lalo pa ang mga pupunta sa ibang bansa ng vaccination certificate sa Department of Information and Communications Technology (DICT) na maaring magsilbing patunay na ang isang tao ay bakunado na.

Duterte directs DILG, PNP to implement stricter protocols vs. COVID-19 spread

MANILA, Philippines — President Rodrigo Duterte has ordered the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) to implement stricter protocols to combat the spread of coronavirus disease (COVID-19), more importantly, the Delta variant.

“I urge the DILG and the PNP to implement existing protocols with greater urgency and necessity. It is only by imposing these restrictions that we can fight the threat of Delta variant,” Duterte said during his weekly Talk to the Nation that aired on Monday (July 19).

The president said that the reported local cases of the Delta variant is a cause for serious alarm and concern as its rate of transmission is more than double of the alpha variant.

The chief executive believes that the reimposition of stricter restrictions help avoid mass gatherings and prevent super spreader events.

He hopes that the country’s existing infrastructure in dealing with the problem of COVID-19 Delta variant, such as the vaccination program, can cope up and be as effective in dealing with the said variant.

“Pagka andito na, kung sakali man it will spread, I hope it will not, then we’ll have to go again to stricter measure.”

The president also reminded the public that the government’s security forces act upon his orders with an aim to protect the people against the deadly viral disease.

“Remember, the reason why the security forces of the government are very strict is not because they want to be strict and they want to make it hard for the people to move. Rather, they are strict because they want to protect the country from a very contagious disease and maybe cause more deaths, more than the lives that we lost in the past,” Duterte said.

“Huwag kayong magalit sa police o sa mga military kasi utos ko yan. So hindi nila kasalanan. Kasi pag hindi nila naimplement, pag may nakita ako na violations, sila man ang bubulyawan ko. In other words, they are just doing their duty,” the president further said. —/mbmf

DILG launches crackdown against sellers of COVID-19 vaccines

MANILA, Philippines – The Department of the Interior and Local Government (DILG) has ordered all concerned agencies to look into individuals or groups that sell COVID-19 vaccines in accordance with the directive of President Rodrigo Duterte prohibiting such unauthorized act.

“Inatasan ng ating Secretary [Año] ang ating mga lokal na pamahalaan, mga regional directors at maging ang kapulisan para tingnan at siyasatin itong mga nagbebenta ng ipinagbabawal na vaccines,” said DILG acting spokesperson assistant secretary Odilon Pasaraba.

The official said they are still gathering reports from local government units (LGUs) on alleged sales of COVID-19 vaccines in their respective jurisdictions together with members of the Philippine National Police (PNP).

In line with this, Pasaraba encouraged the public to report to the agency or the PNP attempts by any individual to sell COVID-19 vaccines or vaccination slots.

“Mayroon tayong mga hotline numbers sa ating mga kapulisan at mayroon din tayong mga operation centers hotline numbers sa bawat rehiyon ng DILG,” he said.

President Duterte recently renewed his warning against unscrupulous individuals who are selling COVID-19 vaccines and vaccination slots saying they will definitely face the full force of the law.

This, after a district hospital nurse in Tondo, Manila was arrested by the National Bureau of Investigation (NBI) for selling COVID-19 vaccines.

The President has already ordered an investigation against the nurse.
