Bong Go.
MANILA, Philippines — Former Talitay, Maguindanao mayor, Montasser Sabal, was killed during the operation of the Philippine National Police (PNP) on Thursday after allegedly grabbing the service firearm of a police escort during his transport to Camp Crame in Quezon City.
PNP Chief P.Gen. Guillermo Eleazar said Sabal is one of the high-value targets.
The Criminal Investigation and Detection Group (CIDG) arrested Sabal on Wednesday (June 16) at the Batangas Port in Batangas City.
The PNP said he was wanted for drug and illegal possession of firearms charges. Eleazar also said that Sabal is included in the ‘narcolist’.
“Isa siya sa kino-consider natin na high value target (We consider him a high-value target) considering he was a former police officer, recruited and trained by special action force on explosive ordnance disposal and sniper course,” he said.
During Sabal’s arrest, authorities recovered six high-caliber firearms, 400 grams of suspected illegal drugs, and P200,000 cash.
Authorities were escorting Sabal towards the National Capital Region Field Unit of the CIDG at Camp Crame when he grabbed his police escort’s firearm while onboard the vehicle which resulted in a scuffle.
Sabal was able to shoot the police officer beside him which prompted the accompanying police officer to use reasonable force.
“Sabal tried to escape by grabbing the firearm of his police escort the scuffle between the suspect and the police escort resulted in the latter to hit and fatally wounded Sabal, the suspect was rushed at San Juan Medical Center but declared dead at around 6:13 in the morning,” Eleazar said.
The PNP Chief also added that the confiscated firearms from Sabal might probably be used during the 2022 national elections.
“Another possible attempt by a partisan armed group to beef up armaments as they prepared for the coming 2022 election,” according to Eleazar.
Sabal was charged by the Office of the Ombudsman and eventually suspended for failure to disclose his properties and business interests in his SALN from 2011 to 2015.
Meanwhile, Sabal’s cohorts will undergo an investigation to determine appropriate cases to be filed against them.
The PNP chief said they were able to confiscate a total of 62 sacks of rice and 22 trays of eggs in different areas in Mindanao and Calabarzon Region.
“Wala sa kanilang umaamin kung saan nanggagaling, but we got election campaign material na doon sa specific candidates na iyon,” he said.
(No one would admit as to where the items came from but we got election campaign materials from that specific candidate.)
“But they deny na nanggaling doon sa mga kandidato na iyon at walang gustong magsabi whether the buyer or the seller kung sino or saan galing ang pera,” he added.
(But they deny that the items were from those [specific] candidates. No one, not the buyer nor the seller, wanted to admit where the items or cash came from.) – (with reports from Lea Ylagan) Marje Pelayo
QUEZON CITY, Philippines – Philippine National Police (PNP) chief Police General Oscar Albayalde confirmed that Police Master Sergeant Solomon Cugay was formerly included on President Rodrigo Duterte’s narcolist.
Cugay was the cop killed in a shooting incident at EDSA Connecticut on Tuesday (March 26).
Cugay had previous records of coddling and recycling illegal drugs, according to Albayalde, but the PNP Chief clarified that the former was able to clear his name and was absolved from the case some two years ago.
“Accordingly, nasa PRRD list siya before. But according to Regional Director Gen. Basically, walang nakitang illegal activity niya, (Accordingly he was in PRRD’s list before. But according to Regional Director Gen. Eleazar, he was adjudicated and cleared. Basically, he has no illegal activity,)” Albayalde said.
The PNP Chief assured that the killing of Cugay is now being investigated to reveal the motive of the crime.
Albayalde noted, however, that the incident can be a case of ‘bounty hunting’ where cops kill suspected police scalawags to receive the reward money as many narco-cops in the past had been killed after leaving the gates of the Police Headquarters at Camp Crame.
“Ang motive ng pagbaril sa kanya ay wala pang maliwanag it’s still being investigated di natin alam kung ito ay drugs-related o hindi, (The motive of the shooting is still unclear. It’s still being investigated. We cannot tell yet if it’s drug related or not,)” the PNP Chief noted.
General Albayalde also ordered an investigation as to why a mobile patrol was nowhere near the site of the incident when the crime happened. – Marje Pelayo (with details from Lea Ylagan)
