    MANILA, Philippines — Pinangunahan ni Pangulong Benigno “Noynoy” Aquino III ang selebrasyon ng ika-27 Anibersaryo ng EDSA Revolution sa People Power Monument sa Quezon City kaninang umaga.

    Sa kanyang talumpati, inihayag ng pangulo ang ilang mahahalagang aral na makukuha sa makasaysayang pangyayari.

    Inalala rin ng Pangulo ang mga Pilipinong nakaranas ng karahasan at kahirapan sa ilalim ng batas military sa rehimen ni dating pangulong Ferdinand Marcos.

    Sinabi pa ni Pangulong Aquino na magpapatuloy ang laban ng EDSA People Power Revolution sa pamamagitan ng ginagawang pagtugis ng kanyang administrasyon sa mga tiwaling opisyal ng pamahalaan.

    “Malinaw po, nariyan pa rin ang mga nakinabang sa nakaraang status quo. Kung madadapa po tayo, kung bibitaw tayo sa isat-isa, kung magpapadaig tayo sa tukso ng pagkakanya-kanya… tiyak na sasalisi sila at magsasamantala sila.”

    Hinikayat rin ng Pangulo ang taumbayan na suportahan ang mga ginagawang reporma ng pamahalaan.

    “Kung dati humarap tayo sa posibilidad ng karahasan upang makamtan ang kalayaan, ngayon kailangan muli nating lumaban upang tuluyan ngang mapitas ang bunga ng sakripisyo ng mga nauna sa atin.” (Nel Maribojoc & Ruth Navales, UNTV News)

    Experts oppose “One-Way Highway” plan on EDSA, C5 and Roxas Boulevard

    MANILA, Philippines —It is not possible according to University of the Philippines Planning and Development Research Foundation, Inc. (UP-Planades) executive director,  Dr. Primitivo Cal, to implement a one-way highway traffic scheme along the stretch of EDSA, C5 and Roxas Boulevard.

    Dr. Cal explained that the scheme will not be effective in Metro Manila because motorists will have no alternate routes.

    “Ginagamit yung one-way system kung merong complimentary road gaya sa New York grid may 2 parallel roads na pwedeng mag opposite sila. In the case of EDSA, ano yung complimentary niya? Ano yung another road na pwede mong gawing yung isa northbound yung isa southbound? Wala di ba, so paano mo ma-implement?” said Dr. Cal.

    (Translation: The one-way system is used if there is a complimentary road like in the case of New York grid wherein there are two parallel roads that can be opposite each other. In the case of EDSA, where is its complimentary? Where is the other road that you can use for northbound while the other for southbound? There’s none right? So, how are you going to implement it?)

    For Alberto Suansing, secretary general Philippine Global Road Safety Partnership, the said proposal must be given a thorough scientific study.

    “Pwedeng tignan yun, hindi natin sinasabing hindi pwede but then, sasabayan mo yun ng malalim na pag-aaral for example yung travel pattern natin, kapag sinabi mo ang buong EDSA northbound lang e di papano yung mag southbound sa’n mo dadalhin,” said Suansing.

    (Translation: We can look at it. We’re not saying it’s not possible, but then give it a thorough study, for example, people’s travel pattern. If you say, ‘The whole of EDSA will be northbound only’ where are you going to put motorists going southbound?)

    The proposal was introduced by Samar representative and vice chair of the House Committee on Transportation Edgar Sarmiento, in order to ease traffic problems in Metro Manila, directing vehicle traffic in EDSA, C5 and Roxas Boulevard into one way only.

    Based on the proposal, all southbound or Pasay-bound vehicles coming from Caloocan will take EDSA.

    Meanwhile, northbound vehicles may take C5 Road and Roxas Boulevard.

    Motorists have mixed reactions to the proposal.

    “Hindi pwede kasi masyado malayo ang iikutan. Hindi okay kasi kung iisipin mo din sa pasahero, magagastusan siya lalo It should not be, because the route would be too far. It’s not okay, if you think about the passengers, it would be more costly for them),” said Jomar, a taxi driver.

    “Hindi advisable yung ganung opinyon..yung coding dagdagan pwede pa (It’s not advisable.  The coding scheme has a better chance)” said Ernesto Pusing, a UV driver.

    “Luluwag nga ang EDSA kung i-one-way pero pano naman ang looban? Sosobra naman ang trapik. Ganun ang mangyayari niyan kapag ginawang one-way ang EDSA, (The one-way scheme may clear EDSA, but what about the inner roads? Traffic will worsen. That’s what’s going to happen if you make EDSA one-way), ” said Floro Bohol, a Grab driver. — Joan Nano| UNTV News & Rescue

    DPWH to begin construction of NLEX Harbor Link Segment 10

    MANILA, Philippines — The government is set to construct a new elevated expressway in a part of Northern Metro Manila that would connect NLEX and Road 20 to Manila.

    On Tuesday, the Department of Public Works and Highways (DPWH) and the North Luzon Expressway (NLEX) Corporation led the ground breaking ceremony in the NLEX Harbor link segment 10.

    The 2.6-kilometer highway will cover the MacArthur Highway in Valenzuela City, Governor Pascual Avenue in Malabon and C3 Road in Caloocan.

    Through this, the travel time of vehicles carrying cargoes going to central and northern Luzon will become faster.

    The DPWH said the project will be a big help in easing the normally heavy flow of vehicles in Metro Manila.

    “There would be a huge cut in congestion, especially along EDSA. Because the trucks that usually ply in Metro Manila can pass through the NLEX via the harbor link,” said DPWH Secretary Mark Villar.

    Upon completion, the travel time of motorists from the port area to NLEX is expected to take only 10 minutes.

    The project might also help improve businesses and trade in the country.

    “We expect a significant contribution of the NLEX system to the Philippine economy. It would be a big relief if we can directly bring to R-10 the NLEX because R-10 has already been cleared and it’s a wide highway,” said Manila North Tollways Corporation president Rod Franco.

    As of today, DPWH is addressing the right of way issues in areas that would be covered by the project. The DPWH and NLEX Corporation target to complete the construction of the expressway by December 2018. — Joan Nano| UNTV News & Rescue

    Motion to upgrade charges vs Aquino, filed at the Ombudsman

    MANILA, Philippines — Felicitas Nacino was emotional when they filed an appeal at the Office of the Ombudsman over the Mamasapano encounter. She is the mother of one of the brutally killed Philippine National Police (PNP) Special Action Force (SAF) members in the botched Mamasapano operation.

    Felicitas said she cannot accept the fact that the Ombudsman seems to have acquitted former president Benigno Aquino III in the killing of 44 members of the PNP-SAF when it decided to lower to graft the charges filed against the former chief executive.

    Together with the relatives of the SAF44 in filing the appeal, is the Volunteers Against Crime and Corruption (VACC).

    In the motion filed by the group, they asked the ombudsman to upgrade to 44 counts of reckless imprudence resulting to homicide and usurpation of authority the charges filed against Aquino, former PNP chief Allan Purisima and former SAF director Getulio Napeñas.

    They argued that a graft case is not appropriate for the brutal killing of the members of the elite PNP-SAF commandos.

    “Until now, we are having difficulty moving on especially since we are seeing our grandchild growing up and looking for their father,” said Nacino.

    Even Justice Vitallano Aguirre believes the charges are too weak, and that Aquino may not even face jail time for it.

    “The charges are too weak, as a matter of fact, we know it is bailable,” he said.

    Aquino’s spokesperson Abigail Valte said both parties have the right to file for a motion for reconsideration, but added that the decision on the case still rests on the Ombudsman.

    On the other hand, former SAF commander and now retired police director Getulio Napeñas, maintains that he has no liability in the deaths of the SAF members and insists that Aquino is ultimately responsible for the tragedy.

    “The question is, was I the one who killed their children? My men?” said Napeñas. “We should ask the former president because he was in Zamboanga that time; it was his responsibility. Why did he not send help from morning until the afternoon?”

    Meanwhile, Valte said Aquino’s camp also filed a motion on Wednesday at the Office of the Ombudsman. — Grace Casin |UNTV News & Rescue
