Pag-iisyu ng student driver’s permit, suspindido simula July 1 – LTO

MANILA, Philippines – Pansamantalang ititigil ng Land Transportation Office (LTO) ang pag-iisyu ng student driver’s license simula sa Miyerkules, Hulyo 1.

Ayon kat LTO Assistant Secretary Edgar Galvante, layon ng suspensyon na maisaayos ang bagong proseso sa pagkuha ng student driver’s permit na inaasahang ipatutupad sa buwan ng Agosto.

Sa bagong proseso, obligadong sumailalim ang aplikante sa 15-oras na theoretical lecture kung saan tatalakayin ang mga batas trapiko at polisiya sa pagmamaneho para sa ligtas na pagbiyahe sa kalsada.

Ang lecture ay maaaring isagawa sa tanggapan ng LTO o sa accredited driving schools na nakalista sa website ng ahensiya.

Wala pang inilalabas na detalye ang ahensiya kung magkano ang singil para sa lecture sessions.

Ayon sa LTO, muling bubuksan ang proseso sa aplikasyon ng student driver’s license kasabay ng pagpapatupad ng bagong sistema sa Agosto 3.

Muli namang nagpa-alala ang ahensiya sa publiko na huwag makipag-transaksiyon sa mga tinatawag na ‘fixers’ o sa mga hindi otorisadong indibidwal kaugnay ng pagkuha ng lisensiya. – RRD (mula sa ulat ni Correspondent Asher Cadapan Jr.)

LTO further extends registration validity of motor vehicles

MANILA, Philippines – The Land Transportation Office (LTO) has once again extended the period of vehicle registration this year.

The said development is to avoid congestion in all LTO offices and ensure orderly processing of transactions while strictly implementing the observance of social distancing and other health and sanitation protocols amid the coronavirus disease (COVID-19) pandemic.

This also aims at protecting the health and safety of the agency’s employees as well as the transacting public.

Hence, registration validity of motor vehicles with plate numbers ending in 6, 7, and 8 is extended until October 30. 

Meanwhile, registration validity for motor vehicles with plate numbers ending with 9 and 0 will be until December 31. 

The agency, as always, reminds vehicle owners to register on the given schedule to avoid congestion in LTO offices.

LTO sets up guidelines for registration of e-scooters

MANILA, Philippines — The coronavirus disease (COVID-19) pandemic has pushed governments to impose transport restrictions to curb virus transmission among commuters.

As an alternative to common modes of transportation, the public resorted to old-school bicycles and its modern counterparts — the e-scooter and e-bikes.

Such vehicles have been helpful to some especially healthcare professionals and other essential workers who are spared from facing the hassle of commuting to work on mass transportation and the risk of infection that it entails.

“Iyong convenience ng e-scooter? Never na ako nag-commute ulit ever since October 2019,” said Syd Henrie Arriesgado, an occupational therapist who goes to work on his e-scooter.

“Pupunta ako sa work, nag-i e-scooter na lang ako,” he added.

Syd is one of the many individuals who now own such a vehicle but are not covered by any transport regulation at the moment. 

This is why, the Land Transportation Office (LTO) is now drafting a guideline that will regulate the use of e-scooters by updating the provisions of Republic Act 4136 or the Act to Compile the Laws Relative to Land Transportation and Traffic Rules.

Under the existing law, any vehicle that uses oil fuel or electricity must be registered and the owner should possess a valid license.

The LTO also stressed that the use of e-scooters must be governed by a certain law since it is small in size and requires balancing which is prone to accidents.

The agency is awaiting the approval of the Department of Transportation (DOTr) on the proposed guidelines.

“Una, kailangan may lisensya o rehistrado. Pangalawa, kung saan pwedeng gamitin, anong klaseng lansangan pwedeng gamitin. Pangatlo ano ang kailangang protective gear na suot nila para naman kung hindi ma-prevent ay mabawasan ang injuries,” explained LTO Chief and DOTr Undersecretary Edgar Galvante.

But an e-scooter advocate group, “Electric Kick Scooter” questioned the timing of the guideline’s release.

“I can’t really take it against LTO. Mandato ng Constitution but the thing is it’s really bad timing during this pandemic season. Ang mga frontliners ito ang ginagamit na mode of transportation,” argued Tim Vargas, the group’s chairman.

Galvante on the other hand, said, “Hindi dito iniisip ang ill-timing. Kung ang kino-consider siguro ay safety, wala ritong tamang timing.”

The LTO, however, cannot tell yet as to when the guidelines will be released, but assured the public of prompt issuance once DOTr greenlights the proposal. MNP (with reports from Joan Nano)

Walang dagdag-bayad sa pagkuha ng lisensiyang may 10-year validity – LTO

MANILA, Philippines – Tiniyak ng Land Transportation Office (LTO) na walang ipatutupad na dagdag-singil sa mga tsuper na kukuha ng lisensiyang may 10-year validity.

Sa Oktubre 2021 pa sisimulan ang pag-iisyu ng naturang lisensiya ngunit paglilinaw ng LTO, ekslusibo lamang ito sa mga drayber na malinis ang record at walang naitalang kahit anong paglabag sa batas trapiko simula Hunyo 2019.

Kung may naitalang traffic law violation, iisyuhan lamang ang driver ng lisensiya na valid sa loob ng limang taon.

Nilinaw rin ng ahensiya na hindi rin kwalipiado ang mga driver na may lisensiyang valid pa sa loob ng tatlong taon dahil kailangan pa nilang dumaan sa lisensiyang may five-year validity.

Ayon sa LTO, sang-ayon ito sa Republic Act 10930 o ang batas na nagpapalawig sa validity ng driver’s license na isinabatas noong 2019.

Paliwanag ni LTO chief Assistant Secretary Edgar Galvante, may umiiral na demerit system sa mga motorista na lumalabag sa batas trapiko, depende sa bigat ng violation – 5 puntos para sa grave, 3 puntos sa less grave at 1 punto sa light violation.

Kabilang sa mga itinuturing na grave violations ay ang pagmamaneho ng sasakyan na ginamit sa isang krimen, pagmamaneho sa ilalim ng impluwensiya ng iligal na droga at alcohol, at pagmamaneho ng mga kolorum o ‘di rehistradong sasakyan.

“Ngayon kung meron kang demerit point, eh maaring hindi ka na mag-qualify dun sa 10-year license validity, at again inumpisahan yan nung 2019 so lahat ng citation na na-issue for drivers violating the traffic rules nasa record na nya yun. Meron na syang na-accumulate na so much demerit points, hindi sya makaka-avail ng incentive na ibinibigay dun sa hindi nagkaroon ng violation,” Galvante said.

Sa ilalim ng batas, maaaring masuspinde ang lisensiya ng isang drayber kung mahigit sampu na ang naitalang demerit points habang maaari namang bawiin ang lisensiya kung mahigit 40 ang demerit points.

Naniniwala ang LTO na ang pinalawig na validity ng driver’s license ay makakahikayat sa mga driver na sumunod sa ipinatutupad na batas trapiko. – RRD (mula sa ulat ni Correspondent Joan Nano)
