MANILA, Philippines – The Department of Health (DOH) on Thursday clarified that only five, not six, travelers from India who arrived in the Philippines prior to the travel ban have tested positive for novel coronavirus disease (COVID-19).

In a statement, the DOH said the Bureau of Quarantine recorded 149 passengers with travel history to India from April 1 to 30. Of which, 129 are returning overseas Filipinos and 20 were foreign nationals.

All of these passengers were quarantined upon arrival and tested on the 6th or 7th day of their quarantine.

“Among these cases, 5 tested positive for COVID 19 through RT PCR while 137 of them tested negative. Among those who tested positive, 1 is still in isolation while the disposition of the 4 patients are being verified,” the DOH said.

“Samples from these positive cases are currently being determined if they are adequate for sequencing,” it added.

The DOH also said that the test results of the 7 other travelers are currently being verified and that it is coordinating with concerned local government units and  Regional Epidemiology and Surveillance Units to get further updates on the current health status of all these travelers.

The Philippine government banned travelers from India from April 29 to May 14 following reports of another variant causing a surge in COVID-19 cases there.

PH starts second phase of COVID-19 pediatric vaccination

Robie de Guzman   •   October 22, 2021

MANILA, Philippines – The Philippine government has commenced the second phase of the pilot implementation of the pediatric A3 COVID-19 vaccination, the Department of Health (DOH) said Friday.

The rollout of the campaign in the entire National Capital Region was marked by a ceremonial vaccination held at Cardinal Santos Medical Center, Ospital ng Paranaque and Quezon City General Hospital.

The DOH said that the vaccinations are currently being held in selected hospitals as the expansion will be conducted in phases.

The DOH, NVOC and local government units chose the vaccination sites or hospitals for the initial phases, which have the capacity to manage possible serious adverse reactions to vaccines and facilitate easy referral of patients.

The government is implementing Pediatric A3 vaccination in a phased approach in order to formulate strategies on how it will be rolled out to other regions, and possibly to regular vaccination sites, the DOH said.

“As with the vaccination process of the adults, the vaccination for children will be closely monitored to detect adverse events following immunization to ensure the safety of our young vaccine recipients,” said Health Undersecretary Tong-An during the ceremonial vaccination at Cardinal Santos Medical Center.

For phase 2, the following facilities have been added to the initial list of vaccination sites:

  • Caloocan City Medical Center (North and South)
  • Ospital ng Malabon
  • Navotas City Hospital
  • Valenzuela City Emergency Hospital
  • Marikina Sports Complex (near Amang Rodriguez Memorial Medical Center)
  • Quezon City General Hospital
  • Luke’s Medical Center Quezon City
  • Ospital ng Maynila
  • Ospital ng Makati
  • SM Megamall Mega Vaccination Site (near Mandaluyong City Medical Center)
  • Cardinal Santos Medical Center
  • Ospital ng Muntinlupa
  • Ospital ng Parañaque 1
  • University of Perpetual Help System Dalta
  • Pasay City General Hospital

St. Luke’s Medical Center – Global City will also cater to the Municipality of Pateros, the DOH said.

The DOH reminded those covered in the Pediatric A3 Group to first secure a vaccination schedule with the hospital and bring the following documents on the day of vaccination:

  • medical certificate detailing the child’s comorbidity
  • valid IDs of both the child and the parent or guardian
  • any proof of filiation like the birth certificate

The vaccine recipient must also be accompanied by the parent or guardian at the vaccination site, it added.

Dominguez tells DOF, attached agencies to prepare back-to-office plans

Robie de Guzman   •   October 22, 2021

MANILA, Philippines – Department of Finance (DOF) Secretary Carlos Dominguez III has ordered the department and its attached agencies and state corporations to prepare their respective plans on transitioning work back to their respective offices.

In a statement, the DOF said Dominguez has emphasized that the back-to-office plans should strictly adhere to health and safety protocols being implemented against COVID-19.

The order comes after more than a year of shifting to work-from-home (WFH) arrangements because of the COVID-19 pandemic, it added.

Dominguez said that as more government employees get fully vaccinated, the DOF and its agencies such as the Bureaus of Customs (BOC), of Internal Revenue (BIR), of Local Government Finance (BLGF) and of the Treasury (BTr); Insurance Commission (IC), Securities and Exchange Commission (SEC), and other attached organizations should gradually shift to working normally in their respective offices.

The transition plans, Dominguez said, should include testing protocols for employees and their immediate families, and seminars to educate them on how to return safely to full-time office work.

“I think that we should already have a plan for transitioning back into working normally. In other words, back-to-office work,” Dominguez said during a recent executive committee (Execom) meeting.

“I’d like everybody to start working on this plan already assuming that we’re going to have to live with this virus,” he added.

The Interagency Task Force for the Management of Emerging Infectious Diseases (IATF) has yet to allow the full transition to back-to-office arrangements with the National Capital Region (NCR) now under General Community Quarantine (GCQ) with Alert Level 3 status.

The DOF said that 76.6 percent of its employees have been fully vaccinated, as of October 8.
