No delays in distribution of ECQ ayuda in NCR today — DILG

MANILA, Philippines  — The Department of the Interior and Local Government (DILG) on Wednesday (August 11) assured that there will be no delays in the distribution of cash aid from the national government for low-income individuals in the National Capital Region (NCR) affected by the enhanced community quarantine (ECQ).

“As agreed with the Metro Manila Council, all local government units (LGUs) in the NCR will be starting their Ayuda II distribution today, including the City of Manila,” said DILG Spokesperson Undersecretary Jonathan Malaya.

First to announce its distribution of cash aid was the city of Manila.

According to Malaya, the DILG and the Department of Social Welfare and Development (DSWD) are the main agencies tasked to supervise the start of the ‘Ayuda II’ distribution in the city to ensure the orderly conduct of payout activities.

Malaya said additional personnel from the DSWD and the DILG have been deployed to all distribution sites in the city to supervise the pay-out.

The official cited DILG Secretary Eduardo Año who directed PMGen Vicente Danao to deploy additional police officers and social distance patrollers to all distribution sites to maintain order.

The DILG assured that representatives of national government agencies that are members of the Joint Monitoring and Inspection Committee will also be present at all distribution points in other LGUs to monitor and ensure compliance with Joint Memorandum Circular No. 3.

The ceremonial distribution of Ayuda II is at 9:30 AM at the Jose Abad Santos High School in Binondo, Manila.

Distribution of gov’t cash aid for victims of Typhoon Odette to begin this week — DILG

MANILA, Philippines — The distribution of cash assistance for severely affected survivors of Typhoon Odette is expected to begin this week, the Department of the Interior and Local Government (DILG) said.

In his report to President Rodrigo Duterte during a meeting with Cabinet officials, DILG Secretary Eduardo Año said the P4.8 billion budget for the cash assistance program has already been downloaded to 420 cities and municipalities.

Año said the distribution was to begin Wednesday for LGUs that have already completed the list of beneficiaries.

Orientations on how the money will be handed out to beneficiaries have also been conducted, he added.

The cash aid will be given to low-income families who were badly affected by the typhoon. An individual may receive P1,000 while a family may receive P5,000.

Areas covered by the cash aid program are from 27 provinces in MIMAROPA, Western Visayas, Central Visayas, Eastern Visayas, CARAGA, and Northern Mindanao.

Concerned LGUs have up to 15 days to finish the distribution of the cash assistance.

Duterte said the cash aid is on top of the construction materials that will be given to the typhoon survivors to rehabilitate their homes.

The government will also provide roofing materials and lumber to the survivors, as well as the services of carpenters and shelter builders from the government, the president said.

Undersecretary Ricardo Jalad, Office of Civil Defense administrator, reported that there were 1,242,737 families or 4.8 million persons in 38 provinces affected by Typhoon Odette.

Some 475,160 displaced individuals are currently taking shelter in evacuation centers and with their relatives.

PNP to conduct random inspections in quarantine hotels

MANILA, Philippines — The Department of the Interior and Local Government (DILG) has ordered the Philippine National Police (PNP) to conduct random visits in quarantine hotels.

According to DILG spokesperson Usec. Jonathan Malaya said Interior Secretary Eduardo Año ordered the PNP to conduct random checks in quarantine hotels because the Department of Tourism (DOT) and the Bureau of Quarantine (BOQ) lack the manpower to guard the 150 accredited quarantine hotels in the country including the 6 to 8 facilities in Metro Manila.

“Siya po ay nagbigay din po ng direktiba na bisitahin o magkaroon ng random visit sa iba’t ibang quarantine hotels sa buong bansa ang PNP.

During random inspections, the police will ask for the list of those who should be at a quarantine hotel through the BOQ.

If that person is not there, he or she will be immediately investigated and cases will be filed against that person, and also those who are involved in the quarantine breach.

Meanwhile, several contacts of the COVID-19 positive returning overseas Filipino who skipped quarantine after returning home from the United States of America have also been infected with coronavirus disease, Malaya said.

However, it is still unknown what coronavirus variant hit the quarantine violator.

Also, based on the initial investigation of the PNP-Criminal Investigation and Detection Group (CIDG), the hotel wherein the balikbayan was supposed to quarantine is responsible for the quarantine breach.

“Duon po sa kaniyang close contacts na 15, 7 na po ang nagpositibo sa COVID-19. While dun naman po sa 19 secondary contacts niya, ay isa na po ang nagpositibo,” Malaya said.

Pangulong Duterte sa mga biktima ng bagyo: Huwag gamitin ang ayuda sa bisyo

MANILA, Philippines — Binilinan ni Pangulong Rodrigo Duterte ang mga biktima ng bagyong Odette na huwag gamitin sa pagbili ng alak, sa sabong at iba pang bisyo ang matatanggap nilang ayuda mula sa pamahalaan.

Ginawa ng pangulo ang pahayag nang dumalaw ito at makipag-usap sa mga nasalanta ng bagyong Odette sa Negros Oriental noong Miyerkules.

“Karon, mangutana ko ninyo, ang kwarta bang tag-singko mil niabot na? Wa pa? Naabot na? Hurot na? Mao may buhat ana. Naa na ang kwarta, labi na nang singko mil, naay mga banang torpe nga mga ugok magsige — igasto na hinuon og inom. Kani pung mga asawa, og wa nay buhaton, puro Marites, magsige’g… Sige’g tsismis, sige’g dula og piyatpiyat,” ani Duterte.

Patuloy na naglilibot si Pangulong Duterte sa mga lugar na lubhang sinalanta ng bagyo upang personal na alamin ang pinsala at tiyaking maayos ang relief at recovery efforts sa mga naapektuhang probinsiya.

Ayon sa Malacanang, nagbigay ng direktiba si Pangulong Duterte sa Department of Social Welfare and Development na magkaloob ng trapal, family food packs, kaldero at financial assistance sa mga biktima ng bagyo sa probinsya.

Inatasan din nito ang Department of Health na tugunan ang health concerns ng mga kababayan sa Negros Oriental.
