NCRPO: No vaping, smoking in all 30th SEA Games venues

Smoking and vaping are prohibited in all venues of the 30th Southeast Asian (SEA) Games, according to the National Capital Region Police Office (NCRPO).

NCRPO Regional Director PBGen. Debold Sinas said even foreigners will also have to follow the said directive.

Sinas said individuals caught carrying vape or e-cigarettes will be barred from entering the venue while those caught using vape will be arrested.

He also reiterated that they will implement the arrest-and-release system.

The NCRPO Regional Director said there are no designated smoking areas in all SEA Games venues yet.

“As [of] now, wala po kaming natanggap na may smoking area. Alam ko kasi, wala talaga iyan kasi pag-enclosed, bawal talaga iyan (As of now, we have not received reports about smoking areas. What I know is there wouldn’t be any because the venue is enclosed. It is really prohibited),” he said.—AAC (with reports from Harlene Delgado)

NCRPO at LRT2, nagsagawa ng simulation exercise para sa posibleng pagbabalik-operasyon sa Lunes

MANILA, Philippines – Nagsagawa ng simulation exercise ang National Capital Region Police Office (NCRPO) at ang management ng Light Rail Transit line 2 (LRT-2) bilang paghahanda sa posibleng pagbabalik-operasyon ng mga tren kapag isinailalim na sa general community quarantine (GCQ).

Sa simulation na isinagawa noong Martes (Mayo 26) 400 police recruits ang nagkunwaring pasahero ng tren upang maipakita ang ipatutupad na social distancing measures mula sa pila hanggang sa pagsakay sa mga bagon.

Sa loob at labas ng istasyon ng tren, may makikitang mga dilaw na marka sa sahig na indikasyon para sa mga mga pasahero kung saan sila dapat tumayo kapag nakapila.

Sa loob ng tren ay may makikita ring mga marka para malaman ng mga pasahero kung saan lang sila maaaring umupo o tumayo.

Ayon kay Jimmy Chua, ang manager ng LRT-2 Security and Safety Division, 160 pasahero lamang ang maaaring isakay sa bawat biyahe ng tren alinsunod sa mga panuntunang inilabas ng pamahalaan.

Sa unang istasyon ng tren, 90 pasahero lang ang papayagang sumakay upang mabigyan pa ng pagkakataong makasakay ang iba pang pasaherong naghihintay sa kasunod na mga istasyon.

Batid ng LRT-2 management na malaki ang malulugi sa kanila pagdating sa koleksyon ng pasahe pero pagtitiyak ni Chua, hindi sila magtataas ng singil.

“Financially, malaki ang magiging loss namin, it’s a government-owned (facility) naman, government-operated, so naka-depende kami sa government para sa subsidy para sa tuluy-tuloy na pagserbisyuhan ang pasahero,” ani Chua.

Upang matiyak namang maipatutupad ng maayos ang physical distancing, nasa 12 hanggang 15 security guards ang idadagdag ng LRT-2 para magbantay sa loob at labas ng tren.

Sinabi rin ni NCRPO director Police Major General Debold Sinas na maglalagay sila ng shift ng apat hanggang 32 pulis bawat istasyon ng tren, depende sa dami ng mga pasahero.

“Habang hindi pa nasanay ang mga kababayan natin kung papaano sumakay, we have estimated already lahat lahat na ay around 500 for the different station lang depende sa request kasama ng istasyon ng PNR ay naghingi din ng minimum ng 2 to 4,” ani Sinas.

Maliban sa physical distancing, magpapatupad rin ang LRT-2 ng ‘no mask, no entry’ policy.

Hindi rin papapasukin ang mga pasaherong may temperaturang mas mataas pa sa 37.8 at nagpapakita ng sintomas ng coronavirus disease gaya ng ubo, sipon, lagnat at pananakit ng lalamunan.

Ang mga hakbang na ito ay kasunod na rin ng mga ulat na posibleng isailalim na sa GCQ ang Metro Manila at iba pang lugar na nasa ilalim ng modified enhanced community quarantine sa Hunyo 1.

Sa ilalim ng GCQ, maaari nang payagan ang limitadong pagbabalik-operasyon ng ilang pampublikong transportasyon kabilang na ang tren pero kailangang nakasunod ang mga ito sa nakatalagang health at safety protocols upang maiwasan ang pagkalat ng COVID-19.

PNP chief orders internal probe on Sinas’ alleged birthday party

MANILA, Philippines – Philippine National Police (PNP) chief Police General Archie Gamboa on Wednesday said he has ordered the Internal Affairs Service (IAS) to conduct an investigation into the alleged birthday party of National Capital Region Police Office (NCRPO) director Major General Debold Sinas.

In a statement, Gamboa said the probe will cover the circumstances surrounding the  alleged violation of quarantine protocols during the surprise birthday celebration held for Sinas.

He said the chief of the IAS has been instructed to send a team to the NCRPO to initiate a formal inquiry into the incident.

“The PNP is not exempt from strict rules on mass gathering, and I am directing all unit commanders to prohibit any and all social gatherings,” Gamboa said.

In a message sent to UNTV, Sinas denied he held a party for his birthday.

“Wala po ako birthday party at wala dito mass gathering,” his message read.

He also clarified that the photos earlier posted on social media showing him receiving roses, cake and sharing a meal with his colleagues was a surprise mañanita organized by his personnel.

He stressed that the event followed health protocols after it drew flak as social distancing was allegedly not observed during the mañanita.

“Iyong dumalaw na nagmañanita sa akin ay kaunti lang na nag social distancing pa sila, and packed meals po ibinigay ko sa kanila,” he said.

The NCRPO chief added that he opted to distribute food packs and lechon he received as gifts to regional mobile force battalion (RMFB) stationed in every district so they won’t have to visit him at his police quarters.

“Marami ako ibinigay na packed meals sa mga kasama namin dito sa Camp Bicutan para hindi na pumunta sa quarters ko. Iyong mga lechon na pagkain na ibinigay sa akin ay binigay ko rin sa bawat districts ng RMFBs para hindi na sila magpunta and stand by sa Camp Bicutan,” he said.

Gamboa earlier defended Sinas, saying he does not see any violation that the NCRPO chief committed.

He also shared that Sinas had assured him that physical distancing was observed but he will look into any violation related to the event.

I will look into it. I still trust pa rin naman Gen. Sinas. Alam naman natin napakahirap no’ng trabaho niya sa NCRPO but nevertheless it is not an excuse for him not to follow simple health protocols,” he said.

Interior and Local Government Secretary, meanwhile, said that as a police official, Sinas should serve as an example in following health protocols amid the COVID-19 crisis.

NCRPO personnel’s mental health top priority—Sinas

The mental health of the National Capital Region Police Office (NCRPO) personnel is top priority, according to NCRPO Chief PMGen. Debold Sinas.

According to Sinas, the NCRPO frontliners are facing anxiety and other psychological impact of the Covid-19 crisis and the consequent enhanced community quarantine (ECQ).

“Being in the frontlines, most of my men chose not to be in close contact with their families anymore to lessen the chances of possible contamination in their homes. The extension of this community quarantine is also agonizing for them,” he said.

Because of this, the NCRPO through its Regional Health Service, launched a Mental Health Awareness Program for its personnel.

The program aims to monitor the mental health of every personnel especially those who were deployed in the frontlines.

“Our personnel is our most important resource. This is why we want to ensure that they get to have the support that they deserve to fight the unseen enemy. It is our obligation to guarantee that they have enough rest, nourishment and psychological abetment to withstand the challenges ahead,” Sinas said. AAC
