NCR to remain under MECQ; granular lockdown pilot test deferred – Palace

MANILA, Philippines – The National Capital Region (NCR) will remain under modified enhanced community quarantine (MECQ) as the pilot test for the proposed granular lockdown has been deferred, Malacañang announced Tuesday.

In a statement, Presidential Spokesperson Harry Roque said the Inter-Agency Task Force (IATF) postponed the pilot implementation of granular lockdowns with alert levels system in the NCR which was supposed to start on Wednesday, Sept. 8.

Roque did not state any reason for its deferment.

The government earlier announced that the NCR will shift to general community quarantine (GCQ) from Sept. 8 to 30. During this period, the pilot test for localized lockdowns in the region would also be enforced.

Roque, however, said the guidelines for this system has yet to be approved and released by the IATF.

“Metro Manila’s current risk classification as modified enhanced community quarantine (MECQ) shall be maintained until September 15, 2021, or until the pilot GCQ with Alert Level System is implemented, whichever comes first,” he said.

With the MECQ maintained over the NCR, Roque said that indoor and al-fresco dine-in services, and personal care services including beauty salons, beauty parlors and nail spas shall remain prohibited.

Religious services, on the other hand, performed through online video recording and transmission shall be allowed.

Meanwhile, immediate family members are allowed to attend necrological services, wakes, inurnment and funerals as long as the deceased died of non-COVID-19 causes.

“However, they need to show satisfactory proof of their relationship with the deceased and have to comply with the minimum public health standards,” Roque said.

As opposed to region-wide restrictions, granular lockdown seeks to enforce mobility limitations only on specific areas tagged as COVID-19 hotspots.

The move aims to help the country’s economy recover from the impact of the pandemic-induced restrictions by allowing business establishments in areas with low infection rate to resume operations.

House assures no delay in transmission of approved 2022 GAA to Senate

MANILA, Philippines — The House of Representatives (HOR) targets to submit to the Senate the approved Php5.045-trillion General Appropriations Act (GAA) for 2022 on or before October 27.

House Speaker Lord Allan Velasco said this will give the Senate enough time to examine the government spending plan for next year.

The amendments made in the proposed budget are as follows:

  • 5 billion for the procurement of COVID-19 vaccines, medical assistance for poor families, and the special risk allowance for healthcare workers;
  • 5 billion for five new C130 planes;
  • Php 504 million allotted for the operation of four state universities in the Bangsamoro region;
  • Additional Php10 billion for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program;
  • Php11 billion for the Assistance to Individuals in Crisis Situation (AICS) program and livelihood program under the Department of Social Welfare and Development (DSWD) that will be used as an aid to families affected by COVID-19.
  • Php6 billion for service the service contracting program for public utility vehicle (PUV) drivers; and
  • Php3 billion for the national broadband program of the Department of Information and Communication Technology (DICT)

COVID-19 Alert Level 3 sa Metro Manila, epektibo na bukas

MANILA, Philippines – Simula sa Sabado, Oktubre 16, ay nasa ilalim na ng COVID-19 Alert Level 3 ang Metro Manila bunsod ng patuloy na pagbaba ng kaso ng hawaan sa rehiyon.

Sa ilalim ng Alert Level 3, pinapayagan ang paglabas sa bahay ng mga tao anuman ang kanilang edad, pagbiyahe sa loob at labas ng rehiyon at indibidwal na pag-eehersisyo sa labas ng bahay.

Ito ay maliban na lang kung may ipatutupad na age at comorbidity restrictions ang nakakasakop na local government unit.

Mas marami na ring establisyemento at business activities ang pahihintulutang magbukas maliban sa mga lugar na nasa ilalim ng granular lockdowns.

Bawal pa rin ang pagsasagawa ng face-to-face classes para sa basic education maliban sa mga lugar na aprubado ng pamahalaan.

Hindi rin papayagan ang contact sports pati na ang pagbubukas ng funfairs, kid amusement industries, mga lugar na may live performers at audiences, casinos, horse racing, sabungan, at pagtitipon ng mga residente na may indibidwal na hindi kasama sa bahay.

Sa ilalim ng Alert Level 3, pahihintulutan ang operasyon ng iba pang mga negosyo hanggang 30 percent seating capacity para sa fully vaccinated, at 50 percent outdoor venue capacity, anoman ang vaccination status.

May karagdagang kapasidad din sa mga pinahihintulutang establisimiyento kung may safety seal, at kung naabot na ang higit 70 percent na vaccination rate sa senior citizens at may comorbidities sa lugar.

Para sa mga negosyante, malaking tulong ang pagluluwag sa mga mga panuntunan lalo na sa mga nalalabing buwan ng taon.

Paliwanag ni Presidential Adviser for Entrepreneurship Joey Concepcion, maisasalba nito ang maraming micro, small and medium enterprises mula sa pagkalugi dahil maraming tao ang gumagastos para sa holiday season.

“What’s more important is really saving this fourth quarter. This is the last stop where people can jump in the bus and move towards next year. But for that to happen, we need to open the economy and safely,” ani Concepcion.

Pagpapalawig ng COVID-19 pediatric vaccination naka-depende sa resulta ng phase 1 – DOH

MANILA, Philippines – Tatlumpung araw ang itatagal ng pilot implementation ng pagbabakuna kontra COVID-19 sa mga batang may edad 12 hanggang 17 sa Metro Manila.

Ayon sa Department of Health (DOH), phase 1 ng pediatric vaccination ang pagbabakuna sa mga batang may co-morbidity at prayoridad sa unang linggo ng implementasyon ang mga batang may medical record na sa participating hospitals, naka-admit man o outpatient.

Ayon kay DOH Undersecretary Maria Rosario Vergeire, wala pa silang maibibigay na detalye ukol sa phase 2 ng pediatric vaccination dahil nakasalalay sa result ng unang phase ang desisyon kung palalawigin ito.

“Ito po ang pag-uusapan ano, lahat po ng succeeding phases will be dependent on what happens sa pilot implementation, this Phase 1,” ani Vergeire.

“Titingnan natin lahat ng operational issues and different important aspects na kailangan natin ikonsidera bago po tayo lumipat sa Phase 2. That’s the main reason why we do pilot para makita po natin how we can further improve our processes,” dagdag pa niya.

Ayon sa DOH, naka-abang rin sila sa magiging kalalabasan ng unang araw ng pagbabakuna, kasabay ng pagtitiyak na tututukan nilang maigi ang pagbabantay sa mga batang tinurukan ng bakuna.

“We still do not have that data right now. Unang-una wala po tayong national registry for this specific comorbidity of children. Meron ho tayong pailan-ilan in the bases for some of these comorbidities but it is not complete. What we are relying on right now, would be yung mga dadating sa ating mga ospital although meron ng pool of patients ang mga ito, na kanilang mga pasyente na talaga ng kanilang pediatricians doon sa hospitals that we have identified,” ani Vergeire.

“Maybe after one week, we can give you a rundown of how many children were vaccinated based on the number of patients that we have in that specific hospital,” dagdag pa niya.

Ngayong Biyernes sinimulan ng pamahalaan ang pilot pediatric vaccination saw along piling ospital sa Metro Manila.
