NBI to submit final report on PNP-PDEA misencounter by end of August

MANILA, Philippines—The National Bureau of Investigation (NBI) is set to submit the final report of its probe on the shootout between agents of the Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA).

The said shootout on February 24 along Commonwealth Avenue in Quezon City resulted in the death of two police personnel, a PDEA agent and a PDEA informant.

The Department of Justice (DOJ) announced that the NBI aims to submit the final report by the end of this month.

DOJ Secretary Menardo Guevarra said the NBI has collected important information.

“Aside from the tedious process of obtaining cyber warrants, our forensic investigators have had to examine meticulously an average of 22,000 pages of text messages, call logs, videos, and pictures per mobile phone,” he said.

After submitting the report, the NBI will issue a recommendation on the possible charges to be filed against parties responsible for the incident.

PNP Chief Police General Guillermo Eleazar said he welcomes the investigation. The PNP and PDEA signed in July a joint memorandum circular containing the unified guidelines to be implemented and observed by PNP and PDEA operatives during anti-illegal drug operations.

“We need a united front to win the war on drugs and this is what the memorandum circular ensures: that anti-illegal drug operatives work together to stop the traffic of illegal drugs and eradicate the narcotics trade in the country,” he said. AAC (with reports from Dante Amento)

Aplikasyon para sa exemption sa election gun ban at security detail recall, simula na sa Dec. 1

MANILA, Philippines — Simula Miyerkules, Disyembre 1, ay tatanggap na ng aplikasyon ang Philippine National Police (PNP) at Commission on Elections para sa exemption sa gun ban at security detail recall kaugnay ng 2022 elections.

Ayon kay PNP spokesperson Police Colonel Augustus Alba, tatagal hanggang Mayo 25 ang application period.

Batay sa Comelec Resolution 10728, ipinagbabawal ang pagdadala ng baril kapag nagsimula na ang election period sa Enero 9 hanggang Hunyo 8, 2022.

Kailangan ding i-recall ang lahat ng security detail na dineploy ng Police Security and Protection Group sa mga pulitiko, opisyal ng pamahalaan at pribadong indibiduwal.

 Tanging ang mga may pahintulot lamang ng Comelec ang bibigyan ng bantay.

Exempted sa recall ng security detail ang Presidente, Bise Presidente, Senate President, House Speaker, Supreme Court Chief Justice, AFP chief of staff at major service commanders, COMELEC chairman, mga kalihim ng Department of National Defense at ng Interior and Local Government, at senior officers ng PNP.

Ang mga ire- recall na security detail o protection security personnel ay isasalang naman sa VIP security and protection refresher course.

Sa lahat ng interesado ay maaaring mag-apply online sa official website ng COMELEC.

Ombudsman junks CIDG petition vs Abayalde anew

MANILA, Philippines — The Office of the Ombudsman has rejected anew the motion filed by the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) seeking the reversal of the decision to acquit former PNP chief Police General Oscar Abayalde of graft charges filed against him.

In its resolution, the Ombudsman said the CIDG’s motion still lack sufficient evidence that will pin down Abayalde to the case.

The resolution added that the CIDG did not submit new arguments that will prove the involvement of the retired general in the case.

The CIDG filed graft charges against Abayalde for his alleged involvement in the anomalous drug operation of police authorities in Pampanga in 2013. —/mbmf

NTC, makikipag-ugnayan sa PNP at NBI para matunton ang nasa likod ng text scams

MANILA, Philippines – Makikipag-ugnayan ang National Telecommunications (NTC) sa pulisya at sa National Bureau of Investigation (NBI) para imbestigahan ang mga nasa likod ng text scams.

Ito ay kasunod na rin ng mga reklamo ng ilang mobile subscribers ukol sa natatanggap nilang mga text messages mula sa mga ‘di kilalang phone numbers na nag-aalok ng trabaho, o kaya ay pautang.

Ayon sa NTC, maraming paraan para makuha ang phone number ng isang indibiduwal na pinapadalhan ng spam texts.

Kabilang na dito ang listahan ng mga number na nagpapaload sa mga tindahan at sa contact tracing system ng mga establisimyento.

Pero giit ni NTC deputy commissioner Edgardo Cabarios, ipinagbabawal ang pagbibigay ng impormasyong ito sa ibang tao at paggamit rito para sa text scams.

“We can coordinate perhaps with NBI at police para surveillance, ano, ma-determine sino yung mga yan—grupo ba sila or individual, et cetera, et cetera,” ani Cabarios.

Payo ng NTC sa publiko, huwag magbigay ng personal na impormasyon kung makakatanggap ng mga ganitong mensahe.

Maaari namang i-block ng NTC ang phone number ng mga gumagawa ng ganitong aktibidad kung hihilingin ng mga magrereklamo.
