MANILA, Philippines – Pinangalanan ni Department of Agriculture (DA) Secretary Proceso Alcala ang mga kongresistang kanilang iniimbestigahan na sangkot sa di-umano’y pork barrel scam.

Kabilang sa mga nabanggit na pangalan si Davao City 3rd District Rep. Isidro Ungab, An-Waray Representative Neil Benedict Montejo, Masbate Rep. Scott Davies Lanete, Camarines Sur Rep. Arnulfo Fuentebella at Oriental Mindoro Rep. Reynaldo Umali.

Lumitaw ang pangalan ng mga nabanggit na kongresista na umanoy naglaan ng pondo sa JLN Corporation na pag-aari ni Janet Lim Napoles.

Ang pondo ay inilaan ng mga mambabatas para sa agriculture project sa kanilang mga distrito.

Sa pagdinig, nilinaw ni Davao City Representative Isidro Ungab, chairman ng House Committee of Appropriations ang pagkakadawit ng kanyang pangalan sa scam.

“I would like just to ask heart to heart question, yung projects ko ba implemented? Or ghost project? Alam ko alam nyo yung sagot,” ani Cong. Ungab.

Sagot naman ni Sec. Alcala, “actually po isa sa pinakauna po na nabanggit yung pangalan ninyo so isa iyo sa una naming pina-validate at makaaasa kyo na talaga pong fully implemented ito, na-validate may mga pictures po na-validate ito.”

Samantala, maaring sa susunod na linggo ay mailabas na ng Department of Agriculture ang kanilang final report ukol sa isyu.

Hiniling naman ni Alcala sa ilang mambabatas na huwag muna silang husgahan na nakipag-kuntsaba sa bogus na NGO ni Janet Lim Napoles.

“Sana po makita po ninyo ng effort ng department na not letting ng PDAF pass the DA for the past 25 months na kame mailagay ay makita rin natin kasi para pong at this point in time may kasalanan na kame dito. Wag po sanang ganun,” anang kalihim.

Ang Department of Agriculture ay may 2014 proposed budget na P91.2 billion, mas mataas ito ng 7.68% sa kanilang pondo ngayong taon na P84.7 billion. (Grace Casin / Ruth Navales, UNTV News)

Military, police uncover NPA arms cache in Masbate

MANILA, Philippines — Government troops have seized a bulk of war materiel in Masbate province as they continue to hunt down New People’s Army (NPA) terrorists.

On Monday (September 20), government authorities received information from residents in Aroroy about the suspicious materials left behind by the communist rebels in their area.

Responding to the tip-off, elements of Armed Forces of the Philippines (AFP) 2nd Infantry Battalion (2IB) and the Philippine National Police (PNP) immediately verified the report.

The troops were able to capture the following:
– one M16 rifle;
– two magazines;
– assorted ammunition;
– one plastic bag containing ammonium nitrate which is the primary component in making anti-personnel mines;
– a dynamite;
– one roll of detonating cord.

There were also some personal belongings along with the said arms haul.

Lt. Col. Siegfried Felipe Awichen, Battalion Commander of 2IB, hailed the vigilance of the Masbateños for the discovery of the war materiel. The public cooperation just proves that the NPA can no longer hide even their firearms.

Meanwhile, Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, said the capture of these firearms is a manifestation of the continuously deteriorating capabilities of the terrorist group especially in the province of Masbate.

“Iniiwan na lang nila ang mga armas nila kasi wala ng magbibitbit dahil kulang na ang kanilang mga miyembro gawa ng sunod-sunod na mass surrender sa Masbate. Muli naming pinapaalalahanan ang naiiwan pang mga miyembro ng komunistang terorista upang sila ay sumuko at magbagong buhay,” Almase said.

Police BGen. Jonnel Estomo, Regional Director of Police Regional Office 5 (PRO-5), commended the public’s support which makes the campaign of the government to make Masbate armed conflict-free attainable.

“Hindi po namin makakamit ang sunod-sunod na tagumpay na ito kung wala ang suporta ninyong mga Bicolano,” PBGen. Estomo concluded.

Ports under Port Management Office of Masbate resume commercial operations

All ports under the Port Management Office of Masbate resumed its full commercial operations on Wednesday, September 8, amid the effects of Typhoon Jolina.

The Philippine Ports Authority (PPA) reported that the baseport of Masbate and the ports of Aroroy, Claveria, Cataingan and San Pascual sustained no significant damage amid the effects of  Jolina.

However, the PPA said these ports will calibrate operations as the province recovers from the effects of the typhoon.

Meanwhile, the Port Management Office of Misamis Occidental/ Ozamiz provided assistance to four inter-island vessels and four RORO barges berthed at Baseport Ozamiz on Wednesday.

No stranded passengers, complaints and untoward incidents were recorded at the baseport as it maintains transportation security level 1 with enhanced security measures in effect. AAC

Metro Manila remains under Signal #1 as Typhoon Jolina batters Masbate

MANILA, Philippines —  Strong winds characterized by strong breeze to near gale conditions with occasional gusts will be experienced in Metro Manila and other areas under tropical cyclone wind signal (TCWS) no. 1 as Typhoon Jolina continues to affect the weather condition in the country.

As of 11:00 a.m. Tuesday (September 7), typhoon Jolina has made its fourth landfall in Dimasalang, Masbate and is currently traversing mainland Masbate.

According to the state weather bureau PAGASA, destructive typhoon-force winds are likely to occur within any of the areas under TCWS #3 namely:

the extreme southern portion of Quezon;
Masbate including Ticao and Burias Islands;
the western portion of Albay; and
the western portion of Sorsogon;

the northwestern portion of Samar;
the extreme western portion of Northern Samar; and
the northern portion of Biliran in the Visayas.

Likewise, damaging gale-force to storm-force winds are likely to occur within any of the areas where TCWS #2 to include:

the central and southern portions of Quezon;
the southeastern portion of Batangas; the western portion of Camarines Norte;
the western and southern portions of Camarines Sur;
the rest of Albay;
the rest of Sorsogon; and
the eastern portion of Romblon;

the western portion of Northern Samar;
the northern portion of Samar;
Leyte; and
the rest of Biliran

Apart from Metro Manila, other areas under Signal #1 which may experience strong winds within 36 hours include:

Nueva Ecija;
the southeastern portion Nueva Vizcaya;
the southern portion Aurora; the southern portion of Zambales;
Metro Manila;
the rest of Batangas;
the rest of Romblon;
Oriental Mindoro; and
the northern portion Occidental Mindoro;
the rest of Quezon;
the rest of Camarines Norte; and
the rest of Camarines Sur

Eastern Samar;
the rest of Samar;
the rest of Northern Samar;
the northern portion of Cebu;
the northern portion Negros Occidental;
the northern portion of Iloilo;
Capiz; and

PAGASA warned that in the next 24 hours, the threat of coastal inundation due to storm surge of up to one meter high continues for several coastal localities of Biliran, Sorsogon, Samar, and Masbate which may pose threat to life and property.

In addition, coastal areas of localities under TCWS, especially those at #2 and #3 may experience coastal flooding due to hazardous surf conditions thus precautionary measures are advised.
