MANILA, Philippines – Ipinahayag ng Philippine National Police o PNP na umakyat na sa labindalawa ang kumpirmadong biktima ng ligaw na bala ilang oras bago mag-bagong taon.

Ayon kay PNP Spokesperson Sr. Supt. Wilben Mayor, pinakamarami ang biktima ng stray bullet sa National Capital Region (NCR), dalawa sa Marikina at tig-isa sa Sampaloc at Taguig.

“Karamihan dito ay injured sa different part of their body,” saad ni Mayor.

Mga tinamaan ng ligaw na bala:

1. Roberto Mariano – Marikina City

2. Joseph Lopez – Tumana, Marikina

3. Francisco Salazar – Sampaloc, Maynila

4. Myra Medrano – Taguig City

5. Jay Abuniawan – Banate, Iloilo

6. Ginalyn Soncio – Polomolok, South Cotabato

7. Michael Epe – Polomolok, South Cotabato

8. Donna Padol – Iloilo City

9. Deo Tam-Og – Itogon, Benguet

10. Rommel Geroy – Naga City

11. Jestoni Obrador – Calatagan, Batangas

12. Ricardo Garbin – Taysan, Batangas

Samantala, kinumpirma rin ng pambansang pulisya na tatlong pulis ang kaagad na inalis sa puwesto dahil sa pagpapaputok ng baril.

Ang naturang mga pulis ay mula sa Camarines Sur, Iloilo at Southern Leyte na nakatalaga sa AIDSOTF sa Camp Crame kabilang dito si Police Chief Insp. Ricardo Cargullo, PO1 Raulito Carubia at PO3 Alexander Delos Reyes.

Kaugnay nito, nanawagan din ang PNP sa publiko na makipagtulungan sa mga awtoridad at itawag sa kanilang hotline number na 117 at maari rin sa cellphone number na 0917- 847-57-57 ang sino mang makikitang magpapaputok ng baril. (Lea Ylagan / Ruth Navales, UNTV News)

15-year old girl in Malabon, victim of stray bullet or not?

Emmelyn Villanueva is in a coma after being hit by a bullet in the head while watching fireworks display in Brgy. San Agustin, Malabon City.

 

The Philippine National Police is currently investigating the case of 15-year old Emmelyn Villanueva who is in a coma after being hit by a bullet in the head while watching fireworks display in Barangay San Agustin, Malabon City.

Emmelyn was initially reported to be a victim of indiscriminate firing, but PNP has later clarified it.

“The Northern Police District under PCSupt. Fajardo corrected this initial report that it was not a stray bullet incident but a shooting incident. So up to now, they are still pursuing this case to really identify or to really check on the incident on facts of this case.” said PDDG Ramon Apolinario.

Police Deputy Director General Ramon Apolinario, Deputy Chief Operations of PNP, said they are still not ruling out the possibility that this is among indiscriminate firing cases.

“We will be looking at all angles, at all possibilities, on this case. That can be seen in the trajectory of the bullet and other circumstances surrounding the incident. It’s still early to really determine if there really was stray bullet, was there really an encounter or a shooting incident.” said Police Deputy Director General Apolinario.

At present, the police are looking into the trajectory of the bullet that hit Emmelyn as well as the people around the area where the incident happened and its neighboring areas.

“Our crime laboratory is also helping us on this, our experts on forensic and the like. These should really be conducted thoroughly among the different agencies or units of the PNP that can help.” he added.

Davao police to dismiss cops involved in indiscriminate firing

The Police Regional Office -11 and 10th Infantry Division of the Philippine Army warn their personnel that they will not go easy on them if they are found to be involved in indiscriminate firing.

“Even if it is not New Year, illegal discharge of their weapons is a grave offense and in previous experiences if there is that kind of violation we really mete them out with the maximum penalty,” said  10th Infantry Division Commander, MGen. Rafael Valencia

The leadership of the Davao region police and of the 10th Infantry Division warned their personnel that dismissal from service awaits those who would be involved in indiscriminate firing.

In line with this PRO-11 Deputy Regional Director for Administration, P/SSupt. Marcelo Morales appealed to the public.

“This is the PRO- 11 commandment and I qoute, ‘Thou shall video thy trigger happy neighbor and upload or report to the PNP.’ Protect a life and jail the firer,” he said.

To thwart cases of indiscriminate firing during the new year festivities the Davao region police would be deploying its personnel in areas that has a history of illegal discharge of firearms starting from December 31 up to January 1st.

Police were also instructed to conduct raid, arrest and file immediately the necessary charges related to the illegal discharge of firearms.

“All PNP personnel on New Year’s break will be recalled and will be deployed in different areas that has a history of indiscriminate firing. we are doing this to avoid another stray bullet victim during new years celebration,” said Morales.

Illegal drug activities sa mga kulungan sa bansa, mariing kinokondena ng PNP-AIDSOTF

QUEZON CITY, Philippines — Nadismaya ang PNP-Anti-illegal Drugs Special Operations Task Force (AIDSOTF) sa patuloy na bentahan ng drugs sa ilang kulungan sa bansa.

Ayon kay PNP-AIDSOTF Legal and Investigation Division Chief P/CINSP. Roque Merdegia, nakakababa ng moral na mismong ang mga jail guard ang tumutulong sa illegal drug transactions ng ilang mga detainees.

Ani Merdiga, “Nakaka-low moral dahil nahuli na ng pulis, pinaghirapan na ng pulis hulihin… Despite the life imprisonment sentence na ibinigay ng korte ay walang silbi pala dahil dire-diretso pala at walang tigil ang illegal drug trade sa loob at labas ng kulungan.”

Tulad na lamang aniya sa nangyari sa Sablayan Occidental Mindoro Penal Colony kung saan nahuli ng NBI si Ruben Tiu habang nagbebenta ng illegal drugs sa isang under cover agent.

Salaysay pa ng PNP-AIDSOTF Legal and Investigation Division chief, “Nakakagulat na yung guard mismo na suppossedly ay magbabantay sa kanya ay kasama sa illegal drug trade.”

Sinabi pa ni Merdegia na bunsod ng tuksong dulot ng illegal drugs dapat na isalang sa masusing evaluation ang ugali ng mga opisyal at jail guard.

Iminungkahi pa ng opisyal na dapat na ikulong sa iisang kulungan ang mga drug lord, alisan ng access sa telepono at regular na palitan ang mga nagbabantay upang maiwasan ang familiarization sa mga big time detainee.

Tiniyak naman ng DOJ na iimbestigahan nila ang insidente sa Sablayan Penal Colony upang matukoy kung sinu-sino ang dapat managot.

Bukod sa illegal drug transactions sa New Bilibid Prison sa Muntinlupa at sa Sablayan Penal Colony sa Occidental Mindoro, sinabi rin ng AIDSOTF na may namo-monitor din silang bentahan ng droga sa Davao at Zamboanga penal colony na maituturing na suntok sa kampanya ng pamahalaan laban sa illegal drugs.
