Melvin Altubar,22, and his 16-year old accomplice were arrested on Wednesday, August 15 for the rape and slay of a 15-year-old girl in Pulilan, Bulacan.
Based on initial investigation of Bulacan- PNP, the body of teenager, Angelica Calimlim was found floating in a creek in Barangay Dampol Uno on Monday, August 13.
Calimlim was last seen on August 7 when she went to the store on an errand that she never returned from.
Before being killed, the victim was allegedly raped and her body forcibly stuffed into a sewer by the suspects — one of whom was her text mate.
The victim’s cellphone served as a lead for the police when one of the suspects pawned it after committing the crime.
Pulilan Police chief Supt. Arwin Tadeo said, “Merong tayong asset na nagbigay nagturo sa atin sa cellphone ng biktima na isinanla sa isang tao doon din sa lugar… kinuha natin ang cellphone at pinakita sa kapatid at nanay, positive na inidentify.”
(We have a police asset who tipped us about victim’s cellphone being pawned in the same area…we took the cellphone and showed it to the victim’s family who positively identified the item.)
In their defense, suspect Altubar said, “Nasobrahan po kami sa lasing kaya po namin nagawa yun… Nakapatay po kami ng tao.”
(We were so drunk that’s why we did it….we ended up killing someone.)
Altubar will be facing charges of rape, murder and robbery, while his young accomplice will be turned over to the custody of Department of Social Welfare and Development. — Reynante Ponte
MANILA, Philippines — Department of Justice (DOJ) Prosecutor General Benedicto Malcontento said there is insufficient evidence to charge the three individuals tagged in the death of flight attendant Christine Dacera.
The Makati Prosecutor’s Office already ordered the release of the three individuals. Malcontento said the national police cannot detain the three since the inquest proceedings were already done .
“In this particular case nag-order kami ng (we ordered)a release for further investigation. Walang legal basis ngayon to hold them (There is no legal basis to hold them) as of the moment,” he said.
Malcontento also added that authorities can arrest the individuals once a full investigation has been conducted and a warrant of arrest has been issued. Additional evidence would include a DNA analysis report, toxicology or chemical analysis, as well as the counter-affidavit of the involved individuals.
“Nag-iysu nga kami ng full-blown preliminary investigation kasi we wanted more kasi gusto pa namin na makita ang additional evidence kung ano mayoon ang PNP [Philippine National Police] at NBI [National Bureau of Investigation] and other law enforcement agency (We issued a full-blown investigation because we wanted more, we want to see additional evidence aside from what the PNP, NBI, and other law enforcement agency have provided),” according to Malcontento.

MANILA, Philippines – Tumaas na ang presyo ng mga pailaw at paputok na ibinibenta sa Bocaue, Bulacan ilang oras bago ang pagpapalit ng taon.
Ayon kay Lea Alapide, ang president ng Philippine Pyrotechnics Manufacturer and Dealer Association, itinaas nila nang bahagya ang presyo ng tinda nilang paputok upang makabawi sa pagkalugi.
Ang dagdag-presyo ay kasunod na rin ng pagpapatupad ng total firecracker ban sa Metro Manila at ilang bayan sa Zambales at Tarlac.
“Hindi naman po yung talagang mataas na mataas, Kung meron man pagtaas don sa mga dealers na kakaunti yung stock siguro doon sa partikular na produkto. Kung may pagtaas man P1, P2, P5. Mura lang naman po sa maliliit na items, sa malalaki naman meron P50, P100,” ang pahayag ni Alapide.
Ayon naman sa ilang firecracker vendor sa Bocaue, nagmahal na ang kemikal na ginagamit nila sa paggawa ng paputok kaya tumaas ang presyo ng kanilang mga produkto.
Ang mga paputok na tumaas ang presyo ay ang Sawa (2,000 rounds) na ngayon ay P800 mula sa dating P700, Sinturon na nasa P50 mula sa P40, Luces P30 kada 10 piraso, Fountain na nagkakahalaga ng P35, at Aerial na may presyong P5,500 para sa 168 shoots mula sa dating P4,500.
Dahil sa pagtaas ng presyo, binawasan ng ilang customer ang binibiling paputok habang ang iba naman ay mas piniling ibili na lang ng pagkain ang kanilang pera.

MANILA, Philippines — Senator Joel Villanueva and other firecracker manufacturers are appealing against President Rodrigo Duterte’s directive to totally ban firecrackers in the country.
The senator said the industry has become a part of the country’s culture and suggested fixing the industry instead of totally banning it.
“Aapila tayo sa Pangulo, maipaliwanag nating husto, kung saan tayo nanggagaling. Importante talaga ang maayos na regulation, (We will appeal to the President and carefully explain our side. What’s important is to fix the regulation),” he said.
Fireworks manufacturer Joven Ong said the ban would also affect manufacturing companies that are producing quality fireworks.
“Kami nakikiusap na huwag naman sana lahat ng industry dahil meron naman gumagawa ng kalidad na pailaw, na hindi naman nakakadulot ng pinsala walang nasasaktan (We are appealing not to ban the whole industry because there are those who are manufacturing quality [fireworks] which are not dangerous),” he said.
