Man, 22, and a minor nabbed for Bulacan rape-slay

Melvin Altubar,22, and his 16-year old accomplice were arrested on Wednesday, August 15 for the rape and slay of a 15-year-old girl in Pulilan, Bulacan.

Based on initial investigation of Bulacan- PNP, the body of teenager, Angelica Calimlim was found floating in a creek in Barangay Dampol Uno on Monday, August 13.

Calimlim was last seen on August 7 when she went to the store on an errand that she never returned from.

Before being killed, the victim was allegedly raped and her body forcibly stuffed into a sewer by the suspects — one of whom was her text mate.

The victim’s cellphone served as a lead for the police when one of the suspects pawned it after committing the crime.

Pulilan Police chief Supt. Arwin Tadeo said, “Merong tayong asset na nagbigay nagturo sa atin sa cellphone ng biktima na isinanla sa isang tao doon din sa lugar… kinuha natin ang cellphone at pinakita sa kapatid at nanay, positive na inidentify.”

(We have a police asset who tipped us about victim’s cellphone being pawned in the same area…we took the cellphone and showed it to the victim’s family who positively identified the item.)

In their defense, suspect Altubar said, “Nasobrahan po kami sa lasing kaya po namin nagawa yun… Nakapatay po kami ng tao.”

(We were so drunk that’s why we did it….we ended up killing someone.)

Altubar will be facing charges of rape, murder and robbery, while his young accomplice will be turned over to the custody of Department of Social Welfare and Development. — Reynante Ponte

PNP to require travelers to present COVID vaccination card in NCR, Bulacan border checkpoints

MANILA, Philippines – The Philippine National Police (PNP) on Thursday reminded the public to always bring their COVID-19 vaccination cards especially when traveling towards Bulacan and Metro Manila areas.

In a statement, the PNP said motorists and commuters may be asked to present their vaccination cards at the border control points.

This is in compliance with the directive of local government units of Bulacan and Metro Manila cities for police personnel to check inbound travelers for proof of vaccination.

“Those without vaccination cards will be barred from entering and will be asked to go back,” PNP chief Police General Dionardo Carlos said.

The policy comes after Metro Manila mayors approved a resolution restricting the movement of unvaccinated persons within the region.

The first day of implementation of this policy in Bulacan had caused traffic congestion, but the PNP believes that this is only a direct result of the strict inspection measures to curb the possible spread of the coronavirus.

“The PNP is fully aware that movement must not be hampered, but non-essential travel can be controlled. Just stay at home at this time when you have nothing important to do outside,” Carlos emphasized with hopes that this can alleviate the problem on traffic jams.

The PNP assured it will continue to assess the situation amid the rising cases of COVID-19 in the country.

“If needed, more police personnel can be deployed to checkpoints with a heavy volume of vehicles,” Carlos said.

 

Bulacan, Cavite at Rizal, isasailalim na rin sa COVID-19 Alert Level 3 simula Enero 5

MANILA, Philippines – Isasailalim na sa COVID-19 Alert Level 3 ang mga lalawigan ng Bulacan, Cavite, at Rizal simula sa Miyerkules, Enero 5 hanggang Enero 15.

Ayon sa Malakanyang, inaprubahan ng Inter-Agency Task Force (IATF) ang rekomendasyon ng sub-technical working group on data analytics sa gitna na rin ng mabilis na namang pagtaas ng kaso ng COVID-19.

Ang hakbang ay kasunod na rin ng paglalagay sa alert level 3 sa kalapit na rehiyon ng Metro Manila bunsod ng lumulubong coronavirus infections.

Sa ilalim ng Alert Level 3, pinapayagan ang paggalaw ng mga tao subalit maaaring magpatupad ng makatwirang restrictions ang mga lokal na pamahalaan.

Ang mga indibiduwal na may edad 18 at pababa, at mga nasa vulnerable population gaya ng senior citizens at immunocompromised persons, ay papahintulutang maka-access sa pangunahing pangangailangan, serbisyo at trabaho.

Papayagan rin ang individual outdoor exercises anuman ang vaccination status.

Ipinatutupad ang maximum 30% on-site venue o seating capacity para sa fully vaccinated, at 50% outdoor capacity naman sa mga pinapayagang establisyemento at aktibidad.

Ipinagbabawal naman ang mga business establishment at activities na itinuturing na high-risk sa hawaan ng COVID-19 tulad ng face-to-face classes sa basic education liban na ang mga aprubado ng IATF, contact sports, funfairs o perya, kid amusement industries, venues na may live performers at audiences, casinos, horse racing, cockfighting, at mga pagtitipon sa mga bahay ng mga indibidwal na hindi magkakasama sa magkaparehong household.

Ngayong araw, nakatakdang magpulong ang IATF upang pag-usapan kung may mga panuntunan bang dapat na baguhin sa COVID-19 alert level 3 lalo na’t mataas ang vaccination rate sa Metro Manila at ilan pang probinsya. (mula sa ulat ni Correspondent Rosalie Coz)

IATF places Bulacan, Apayao, Capiz under GCQ beginning October 18

MANILA, Philippines— Quarantine restrictions in the provinces of Bulacan, Apayao, and Capiz have been downgraded, Malacañang announced Sunday.

“The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) approved the recommendation to place the said provinces under general community quarantine (GCQ) from October 18 to October 31, ” presidential spokesperson Harry Roque said.

Bulacan and Apayao were initially placed under modified enhanced community quarantine (MECQ) while Capiz was previously under GCQ with heightened restrictions.

Under GCQ, any person below 18 years old, above 65 years old, including those with immunodeficiency, comorbidity, or other health risks, and pregnant women, shall be required to remain in their residences at all times, except for obtaining essential goods and services, or for work in industries and offices.

Entertainment and recreational venues, casinos, and outdoor sports are sill not permitted to operate during GCQ. Face-to-face or in-person classes for basic education shall be suspended. AAC
