LTO calls out ‘fake news’, clarifies motorcycle law implementation still suspended

MANILA, Philippines—The Land Transportation Office (LTO) has called out the ‘fake news’ circulating online regarding the Motorcycle Crime Prevention Act.

According to Department of Transportation (DOTr) Asec. Goddes Hope Libiran, the LTO temporarily suspended the implementation of the Motorcycle Crime Prevention Act last August 2020, specifically with regards to driving without a number plate.

The LTO suspended the law while the agency is still in the process of distributing motorcycle plates.

Meanwhile, the LTO said production continues for motorcycle plates. The agency has already distributed around 3,025,628 plates. AAC

LTO extends validity of expired driver’s license amid rising COVID cases

MANILA, Philippines – The Land Transportation Office (LTO) has announced it will be temporarily closing all its National Capital Region (NCR)-West offices due to the rising cases of COVID-19.

In an advisory, the LTO said the temporary closure, which will start January 6, is to give way to thorough disinfection of its offices.

Due to the closure of all its NCR-West office, the LTO said the validity of registration of plate numbers ending in ‘1’ and the renewal in January 2022 will be extended until February 28.
“Ang student permit (SP), Driver’s license (DL) at Conductor’s license (CL) na nag expire mula ika-1 hanggang ika-31 ng Oktubre 2021 at Disyembre 2021 ay extended hanggang Enero 31, 2022,” it added.

The LTO asked for the public’s understanding of the inconvenience that the closure of its offices might have caused.

It advised the public to contact them via email or for questions and queries.

LTO to implement mandatory scheduled medical check-ups for driver’s license holders

MANILA, Philippines — The Land Transportation Office (LTO) is set to implement the mandatory scheduled medical check-up for driver’s license holders.

“Ang ini-adopt naming measure, kung ang mabibigyan ng 5-year licenses, they have to submit themselves for medical checkup on the 3rd year of license. For 10 years naman on 3rd, 5th, 7th year kailangan silang magpa medical checkup,” LTO chief Asec. Edgar Galvante said.

This is aside from the usual medical clearance that must be submitted as a requirement for license renewal.

In an interview with the program, Get It Straight with Daniel Razon, the LTO chief said this will ensure that drivers are in the best of health.

“You are given so many days at kapag hindi nagregister sa LTO system na ikaw ay nagkaroon ng checkup, mapapadalhan ka ng message reminding you. Kung hindi mo sinusunod yun, ma-alarm ang lisensya mo na maaring suspindido ang pribilihiyo mo hanggat hindi mo nagagawa iyon,” Galvante said.

The LTO chief said the policy is in accordance with Republic Act Number 10930 or “An Act Rationalizing and Strengthening the Policy Regarding Driver’s License by Extending the Validity Period of Drivers’ Licenses, And Penalizing Acts in Violation of its Issuance and Application Amending for those Purposes Section 23 of Republic Act No. 4136, as amended by Batas Pambansa Blg. 398 and Executive Order No. 1011, otherwise known as the Land Transportation and Traffic Code.”

Check-ups will be done only by LTO-accredited doctors and clinics.

These doctors and clinics will be linked to the LTO portal for immediate reporting and recording of the result of the check-up.

Although this may seem as additional expenditure on the part of the motorists, Galvante insisted that it is a necessary expense as it will ensure the health and safety of drivers and passengers.

“I think it’s a necessary expense […] It’s a way of checking yourself whether fit ka,” he said.

Meanwhile, the Motorcycle Federation of the Philippines said their group was among those consulted by the LTO regarding the new policy.

“Kailangan talaga yan kasi marami tayo dumaan lang sa fixer, hindi kumuha ng tamang exam. So ngayon, mas maganda yan ma-filter na,” said Atoy Sta. Cruz, the group’s president.

Last November 3, the LTO-NCR rolled out the issuance of licenses with 10-year validity.

LTO reiterates driver’s education still a requirement for driver’s license

MANILA, Philippines—The Land Transportation Office (LTO) has reiterated that the Comprehensive Driver’s Education (CDE) is still a requirement for the renewal of driver’s license.

Nevertheless, in an interview with  “Get it Straight with Daniel Razon”, LTO chief Asec. Edgar Galvante  said that the agency would welcome a law repealing the said requirement.

“Kumbaga ang Kongreso, both Houses, magpasa ng batas kung ma-repeal ang requirement, tatalima naman ang LTO ang LTO inie-emphasize lang dito sa pagkakaintindi ko ng provision ng batas kailangang iimplement ito,” he said.

Galvante said a CDE does not cost anything. Drivers need only to review and take the exam on the LTO portal. Afterwards they can print their certificate which will be presented at LTO offices for driver’s license renewal. The process will not take a day, he added.

“Actually kung tutuusin hindi naman aabutin ng one day, siguro kung talagang ma-mamanage. Mahaba na ang 30 minutes nagkakaroon lang pagtatagal kasi dadagsain, ” he said.

The LTO, meanwhile, clarified that drivers who incurred violations during the 5-year-validity of their license, are not qualified to renew for a 10-year driver’s license. AAC (with reports from Nel Maribojoc)
