Lacson: Gag order vs Parlade on community pantry issue ‘not the appropriate response’

MANILA, Philippines — Senator Panfilo Lacson on Monday said that issuing a gag order is “not the appropriate response” on the issue involving Lieutenant General Antonio Parlade Jr. and community pantry organizers.

In a statement on Monday, Lacson said that the issue “goes beyond the attacks” issued by Parlade on the organizers of community pantries as well as against the members of the Senate.

Citing Article XVI, Section 5, Paragraph 4 of the 1987 Philippine Constitution, Lacson said that an active member of the Armed Forces of the Philippines “cannot be appointed or designated in any capacity to a civilian post in the government.”

Parlade, who serves as the spokesperson of the National Task Forces to End Local Community Armed Conflict (NTF-ELCAC), is also the chief of the Armed Forces of the Philippines Southern Luzon Command.

“The AFP/DND should have heeded the call of the Senate to immediately recall him back to the AFP more than a month ago,” Lacson said.

“He should be censured for dabbling in politics instead of just focusing on his inherent mission as commanding general of the Southern Luzon Command – that is, to fight threats such as terrorism and insurgency,” he added.

“Meanwhile, as far as [Communications] Undersecretary Lorraine Badoy is concerned, her political statements are her and the NTF-ELCAC’s responsibility to the Filipino people,” Lacson said.

On Sunday, NTF-ELCAC vice chairperson and National Security Adviser Hermogenes Esperon said he has ordered Parlade and Badoy to refrain from making comments on the issue of community pantries.

He also stressed that the NTF-ELCAC is not against the spirit of Bayanihan or any community pantries that have sprouted in various areas in the country.

Several lawmakers have sought Parlade’s removal from the NTF-ELCAC, and even proposed defunding the task force, over his remarks against the organizer of Maginhawa community pantry.

Parlade earlier said that they are not profiling community pantry organizers but they are checking their background.

Parlade and Badoy also faced a backlash on social media for accusing some organizers of community pantries of using the initiative to promote their propaganda.

Defense chief Lorenzana says Parlade claim on Bong Go controlling Duterte ‘baseless’

MANILA, Philippines – Defense Secretary Delfin Lorenzana belied the claims of retired military general and presidential aspirant Antonio Parlade Jr. that former aide and now Senator Christopher “Bong” Go has been controlling the decisions of President Rodrigo Duterte.

Parlade made the claim when he filed his certificate of candidacy for president in the 2022 elections as substitute of Katipunan ng Demokratikong Pilipino Party.

He is running against Go and several other presidential candidates.

The retired general claimed that Go was “among the country’s problems” and that it was common knowledge among officers in the Armed Forces of the Philippines that Go “controls” Duterte’s decisions.

But Lorenzana rejected his claims.

“Lt. Gen Parlade’s statement is baseless,” the defense chief said in a statement.

“In the years I have known the President, he has always been his own man. The President stands by his own decisions, has always been firm in his directives to us, who are working for him, and is not as easily swayed or influenced by others as purported by the general,” he added.

Parlade became controversial when he was still in active military service and serving as spokesperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for red-tagging some celebrities and other activists.

He resigned from the task force in June before retiring in July 2021 as commander of AFP Southern Luzon Command when he reached the mandatory retirement age of 56. He was appointed as deputy director general of the National Security Council in September.

He said he decided to file his candidacy as he “cannot align himself” with Go.

In defense of Go, Lorenzana said the senator has been the defense sector’s “main bridge” to Duterte.

“He has always been our main bridge to the President and I have not known any instance when SBG acted outside the wishes and decisions of the President,” he said.

Lorenzana disclosed that Go assisted the DND in ensuring the doubling of the salaries of the uniformed personnel as directed by the president when he was still serving as Special Assistant to the President.

“He has also been consistent in strongly supporting DND in all its programs and modernization efforts.
In all these endeavors, Bong Go’s support to the DND and AFP has not abated,” he said.

Lorenzana also denied Parlade’s claims that there was “brewing trouble or discontent in the AFP.”

“The AFP remains a professional organization that continues to work in the interest of the Filipino people, regardless of the prevailing political landscape,” he said.

Parlade files COC for president

MANILA, Philippines — Former National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson Antonio Parlade Jr. on Monday (November 15) filed his certificate of candidacy (COC) as substitute candidate for president in the 2022 national and local elections.

The controversial former government official is running under Katipunan ng Demokratikong Pilipino party (KDP).

He filed his COC to replace KDP’s original presidential bet, Antonio “Butch” Valdez who withdrew his candidacy last Saturday, 13 November.

Valdez, a former undersecretary of the Department of Education and the head of the KDP was the one who named Parlade as his substitute for the post.

Parlade has made controversial headlines for allegedly “red-tagging” lawmakers, organizations, and even celebrities.

In July, Parlade resigned as NTF ELCAC spokesperson to ease the pressure to the body which, at that time, was being questioned by legislators for designating him to the position despite him being in the active service.

Parlade, at that time, was also serving as the Armed Forces of the Philippines-Southern Luzon Command (Solcom) chief. —/mbmf

Community pantries sa Metro Manila, hindi muna papayagang magbukas sa ilalim ng ECQ – Abalos

MANILA, Philippines – Ipagbabawal muna ang operasyon ng community pantries sa Metro Manila habang nasa ilalim ng enhanced community quarantine (ECQ) ang rehiyon.

Ayon kay Metropolitan Manila Development Authority (MMDA) chairman Benhur Abalos, napagkasunduan ito ng mga alkalde sa Metro Manila upang mapigilan ang super spreader events.

“As much as possible kasi ang purpose ng ECQ ay talagang huwag lumabas ng bahay, kung magpapa-pila tayo sa labas at magbibigay tayo, baka magkagulo (ang mga tao),” ani Abalos.

Isasailalim sa ECQ ang Metro Manila simula sa Agosto 6 hanggang sa Agosto 20.

Sa panahong ito, tanging essential o mahahalagang biyahe at serbisyo lamang ang papayagan. Mas pinahaba rin ang curfew hours sa Metro Manila mula alas-8 ng gabi hanggang alas-4 ng madaling araw.

Layunin ng hakbang na mapigilan ang lalo pang pagtaas ng kaso ng COVID-19 sa harap na rin ng banta ng mga mas nakakahawang coronavirus variants.

Ngunit paglilinaw ni Abalos, maaari pa rin namang magsagawa ng outreach programs kung nais ng sinuman na makatulong sa mga nangangailangan ngunit dapat ay gawin ito sa mas maayos na paraan.

“Siguro kung talagang gustong tumulong, wala namang problema ro’n pero siguro gumawa tayo ng magandang sistema,” ani Abalos.
