Judge faces charges for issuing search warrants vs late Mayor Espinosa

The Supreme Court has released the result of its investigation into the questionable search warrants used in the police operation at Leyte Sub-Provincial Jail last November.

Albuera mayor, Rolando Espinosa was killed in the said operation along with inmate Raul Yap.

The Office Of The Court Amidnistrator found Judge Tarcelo Sabarre, Jr. of Basey Samar RTC Branch 30, administratively liable for issuing search warrants against Espinosa and Yap.

A certain Judge Janet Cabalona of Calbiga, Samar RTC was also found liable for the same actions.

Before Espinosa was killed, Judge Cabalona issued search warrants against two detainees in a government penal facility.

The two, who were also involved in illegal drugs, ended up dead.

The investigation also revealed the that Judge Carlos Arguelles of Baybay City RTC Branch 14 was liable for not acting immediately on Espinosa’s request to be transferred to another facility due to threats to his life.

Because of this, the Supreme Court has elevated the fact-finding investigation to administrative case.

The case was referred to Associate Justice Gabriel Ingles of Court of Appeals Cebu City for investigation.

Self-confessed drug Lord Kerwin Espinosa, tuloy pa rin ang illegal drug trade kahit nakakulong – Espenido

MANILA, Philippines – Hindi pa rin umano tumitigil sa kalakalan ng iligal na droga ang self-confessed drug lord na si Kerwin Espinosa.

Sa ekslusibong ulat ni Correspondent Lea Ylagan sa UNTV Ito Ang Balita ngayong Miyerkules, sinabi ni Police Lieutenant Colonel Jovie Espenido na tuloy pa rin si Espinosa sa pagbebenta ng iligal na droga kahit naka-detine ito sa pasilidad ng National Bureau of Investigation (NBI).

Katunayan aniya nito ay ang pagkakapaslang sa ilan nitong tauhan, kabilang na ang isang nagngangalang Ryan Labandaria, sa isang operasyon ng Philippine National Police Drug Enforcement Group (PDEG) at National Capital Region Police Office (NCRPO) sa Lower Bicutan, Taguig City noong May 23.

Nakumpiska sa naturang operasyon ang nasa 12 kilo ng hinihinalang shabu na nagkakahalaga ng P81.6 milyon.

Sinabi rin ni Espenido na mga tauhan rin ni Espinosa ang dalawang magkapatid na sina Angelica at Maria Lyn Tulio na nahuli sa sinalakay na warehouse sa Marilao, Bulacan noong nakaraang linggo kasama ang isang Chinese national na nakilalang si Yuwen Cai.

Nakuha sa mga ito ang nasa 827 kilo ng hinihinilang shabu na nagkakahalaga ng P5.1 bilyon.

Inihayag rin ni Espenido na isa rin sa mga drug courier ni Espinosa si Danny Apiga na pinaslang sa Macapagal Boulevard kamakailan kasama ang isang Chinese national na si Jin Long Cai, na anak naman umano ng Chinese drug suspect na nahuli sa Bulacan.

“Mga tauhan lahat ni mayor, yung Ryan galing yan sa Albuera. Courier yan courier, mga kinuha yan,” ani Espenido.

Ayon naman sa hepe ng PDEG na si Brigadier General Romeo Caramat, patuloy pa nilang sinusuri ang natanggap nilang impormasyon ukol kay Espinosa.

“Meron kaming unvalidated info pero vini-verify pa namin to be sure,” ani Caramat.

Naniniwala si Espenido na hindi naging hadlang kay Espinosa ang pagkakadetine nito dahil mas lumawak pa ang drug operation nito.

“Powerful na eh, mas grabe ka-powerful s’ya kung i-compare mo noong una. Mas powerful s’ya ngayon kasi, yung nga, naka-detain na nakalaro pa,” ayon sa opisyal.

“Actually Pampanga, Bulacan, Cavite, Pasay at saka Taguig ang area nila. Actually ang mga tao dito sa Albuera, lahat dinala ni Kerwin doon sa Luzon,” dagdag pa niya.

Si Espenido ang nanguna sa mga raid na inilunsad ng pulisya sa mga bahay ng mag-amang Espinosa noong 2016 noong siya pa ang hepe ng Albuera Police sa Leyte.

Cop, first reported casualty in Leyte as Typhoon ‘Ursula’ lashes parts of Visayas

LEYTE, Philippines – The Leyte Provincial Risk Reduction and Management Council (PDRRMC) reported one fatality as Typhoon Ursula continues to batter the municipality of Abuyog.

According to Leyte PDRRMC head, Arvin Monge, investigation is ongoing to verify if the person’s cause of death is related to the onslaught of the typhoon.

“Isang police iyon na electrocuted. Nakuryente siya. Iyon ang casualty ngayon na isa (He is a police who was eletrocuted. He’s our first casualty),” Monge confirmed.

Disaster authorities have started clearing operations on major roads in the province to make them passable for emergency and relief workers.

Aside from uprooted trees, authorities also noted a number of damaged utility posts and cables.

Response teams are doubling their efforts to speed up the clearing works in order for the power lines to be restored as soon as possible, according to Monge.

“Kailangan natin ng fuel so iyon ang ating binabantayan. Tapos accessibility ng ating mga sasakyan. So iyon ang ating kailangan (We need fuel so that’s what we are addressing right now. Then accessibility for the vehicles, that’s what we need),” he said.

“Kailangan ma-clear talaga ang ating mga road as per governor’s instruction (The roads need to be cleared as per the governor’s instructions),” he added.

As expected, passengers remain stranded in ports and terminals in the province due to lack of transportation service.

RTC issues search warrant vs Kapa-Community Ministry International

The Regional Trial Court (RTC) has issued a search warrant against the Kapa-Community Ministry International in Tagum City.

The National Bureau of Investigation (NBI) and the Criminal Investigation and Detection Group (CIDG) went to the office of the Kapa-Community Ministry International.

Authorities knocked several times, however, no one responded. The NBI then seized ID’s, logbooks, and other items in the office.

The police, meanwhile, continues to monitor other investment schemes in the Davao region.

“Na-monitor namin is around 39. Iyong 14 is allegedly nag-close upon monitoring namin that time ay bumalik dahil naka-secure daw sila ng permit, (We monitored 39 [investment schemes]. Fourteen already closed upon our monitoring that time. They went back because they said they havde already secured their permit)” according to Police Regional Office XI Spokesperson PMaj. Jason Baria.

President Rodrigo Duterte himself has ordered the shutdown of the Kapa-Community Ministry International and other investment schemes in Mindanao.

“There have been numerous complaints with the president, in fact, me too, I have been receiving complaints about certain people there that may have prompted the president from ordering,” according to Presidential Spokesperson Salvador Panelo.

The Securities and Exchange Commission (SEC) had previously issued a cease and desist order against the religious firm but Kapa did not respond.(with reports from Janice Ingente)
