Individuals for vaccination are considered APORs — DILG

MANILA, Philippines — The National Capital Region (NCR) is gearing up for reverting to the much stricter quarantine restriction to curb the spread of the more infectious COVID-19 Delta variant.

Starting August 6, the NCR which is now under general community quarantine (GCQ) with heightened and additional restrictions, plus six other areas currently under GCQ with heightened restrictions will revert to enhanced community quarantine (ECQ).

DILG Undersecretary Jonathan Malaya said only those considered as authorized persons outside residence (APORs) may travel for essential purposes and shall present identifications and other requirements to police authorities manning the checkpoints.

Malaya emphasized that activities will be very limited when the ECQ is fully implemented.

Persons in ECQ areas will only be allowed out to attend to errands approved by the IATF as essential. Also allowed to go out during ECQ are those who are scheduled to receive vaccination.

“Iyong individuals for vaccination ay considered as an APOR,” Malaya said.

“Kailangan po magpakita ng schedule or kaya naman ay ang text message na galing sa kanilang LGU, o kahit anong klaseng papel na [nagpapatunay] na sila ay for vaccination at mayroon silang confirmed schedule sa araw na [iyon],” he added.

Malaya said that while there are suggestions to conduct house-to-house vaccination, authorities are concerned that such process will put the vaccinators at risk.

“Iyan po sana ang ideal kaso napakahirap pong gawin,” he said.

“Sa panahon po ng Habagat, that would be very difficult for us to implement. Sa panahon po ng ulan, magkakasakit naman po ang ating vaccinators,” he added.

Under the Omnibus Guidelines, individuals considered as APORs include:

  • health and emergency frontline services and uniformed personnel;
  • government officials and employees on official travel;
  • duly-authorized relief and humanitarian assistance actors;
  • persons traveling for medical or humanitarian reasons;
  • persons going to and from the airport;
  • anyone crossing zones for work in permitted industries; and
  • public utility vehicle operators

Malaya said the DILG will set up quarantine control points and enforcement checkpoints in Metro Manila not only in borders but in secondary roads within the region.

Aside from fixed checkpoints, there will be mobile checkpoints to ensure that the public is observing strict minimum health standards.

He added that the Metro Manila Council of mayors will soon make an announcement regarding the use of quarantine passes.

“Naabisuhan na ng mga LGUs ang DILG na iabablik nila ang mga quarantine passes para maging maayos ang paglabas ng ating mga kababayan,” he said.

Non-APORs, papayagan nang maghatid-sundo sa essential workers – PNP

MANILA, Philippines – Papayagan na ng mga otoridad ang paghahatid-sundo sa essential workers ng mga non-authorized persons outside of residence (APOR) habang nasa ilalim ng enhanced community quarantine (ECQ) ang Metro Manila.

Ayon kay PNP chief General Guillermo Eleazar, binawi ang polisiyang nagbabawal sa paghahatid-sundo ng non-APOR matapos ang konsultasyon sa Inter-Agency Task Force (IATF) at kay Department of the Interior and Local Government (DILG) Secretary Eduaro Año.

“Ako po ay nagkaroon ng konsultasyon sa ating national task force and through our Sec. Año.  Siya po ay nagbigay ng guidance na i-allow na po itong mga non-APOR drivers para sa mga workers na APOR natin,” ani Eleazar.

Ngunit pagdidiin ni Eleazar, dapat may dalang dokumento o katunayan ang mga non-APOR na essential workers ang kanilang susunduin.

Para sa mga driver ng medical workers, kailangan nilang magpakita ng identification card na APOR ang susunduin nito.

Sa iba namang APOR gaya ng mga nagtatrabaho sa call center, groceries at iba pang kumpanya, kailangan lamang na magbitbit ang driver ng employment certificate ng essential worker.

Ayon kay Eleazar, dapat nakalagay sa certificate ang pangalan ng driver, plate number ng gagamiting sasakyan at contact number ng kumpanya.

Kailangan din aniya ang kopya ng business permit ng kumpanyang pinagtatrabahuhan ng susunduing APOR upang ma-check kung kabilang ito sa mga pinayagan ng IATF na mag-operate sa ilalim ng enhanced community quarantine.

“Ang pulis po natin ay magsasagawa ng random checking kung totoo po itong mga dokumentong ito. Pwedeng tumawag tayo at pwedeng mag-check, at kung malalaman natin na merong paglabag dyan o pag-abuso eh pwede po nating kasuhan either the employer o the working APOR or even itong non-APOR driver,” ani Eleazar.

May dalawang kategorya ang APOR, ang mga ito ay ang tinatawag na workforce APOR at consumer APOR.

Ang workforce APOR ay kinabibilangan ng mga medical workers at iba pang essentials workers. Ang mga ito ay hindi sakop ng curfew at maaaring tumawid ng mga border.

Ang pangalawa ay ang consumer APOR na syang representative ng bawat pamilya upang bumili ng mga essential goods.

“Dapat po ay mayroon silang quarantine pass na pinaghahandaan na ng ating mga LGU. Ito ay yung isa sa household na pwedeng lumabas, dapat lalabas lamang sila during non-curfew hours at kailangan within the locality o city lamang sila at hindi pu-pwedeng mangingibang bayan pa sila para bumili nitong mga pagkain at gamot nila at mga essential needs,” ani Eleazar.

Ngunit paglilinaw ni Eleazar, mayroon pa ring pinapayagang lumabas bunsod ng humanitarian consideration kagaya ng mayroong medical emergency at mga magpapabakuna. – RRD (mula sa ulat ni Correspondent Lea Ylagan)

Free rides, meals await vaccinated APORs at train stations, ports from Aug. 3 to 20 — DOTr

MANILA, Philippines —The Department of Transportation (DOTr) is offering free rides to vaccinated passengers of MRT-3, LRT-2 and the Philippine National Railways (PNR) from August 3 to 20, 2021.

Based on the directive from Transportation Secretary Art Tugade, the free ride service covers the fully and partially inoculated individuals provided they are Authorized Persons Outside Residence (APOR) identified by the Inter-Agency Task Force (IATF).

To avail, they must present their vaccination cards at stations.

Meanwhile, the Philippine Ports Authority (PPA), Civil Aviation Authority of the Philippines (CAAP), and the Manila International Airport Authority (MIAA) have started giving away free meals to vaccinated passengers at airports and seaports nationwide.

This initiative is part of the government’s campaign to intensify its vaccination program and encourage more people  to get the life-saving COVID-19 jab.

DILG: PNP implements border controls in NCR Plus Area

MANILA, Philippines — The Department of the Interior and Local Government (DILG) has directed the Joint Task Force (JTF) COVID Shield to activate the Quarantine Control Points effective midnight of Saturday (July 31) along the boundaries of the NCR Plus area.

In a statement, the DILG said the move is to ensure that only Authorized Persons Outside of Residence (APOR) are allowed to travel in and out.

Upon the instruction of DILG Secretary Eduardo M. Año, JTF COVID Shield Commander PLtGen Israel Dickson is to activate by Saturday midnight all the Quarantine Control Points along the borders of NCR Plus in Cavite, Bulacan, Laguna, and Rizal in compliance with Inter-Agency Task Force (IATF) Resolution No. 130-A.

Año said the Philippine National Police (PNP) shall only allow APORs to pass upon presentation of the following:

  1. IATF IDs issued by regulatory agencies; and
  2. Valid IDs or pertinent documentation issued by establishments allowed to operate under the current quarantine classification

Unauthorized persons outside of residence (UPOR), on the other hand, will not be allowed to pass and will be asked to return to their homes, the statement said.

“The implementation of strict border controls in the NCR+ area is critical to stopping the spread of the Delta variant,” Año said.

The DILG chief added that while the PNP is tasked to strictly implement IATF protocols, the police force is reminded to always observe the rule of law and the rules of engagement.

The PNP shall also see to it that there is a free movement of cargo/delivery vehicles, especially those bringing food across all quarantine control points, stressing that such deliveries “are important to the economy.”

“We have instructed all QCPs to allow the unimpeded movement of cargo trucks and delivery vehicles across all our checkpoints,” Año said.

Violators of the prohibitions set by the IATF shall be penalized under Section 9 of RA 11332.
