MANILA, Philippines — Patuloy ang pagsisikap ng pamahalaan na matugunan ang problema sa trapiko sa Metro Manila sa nalalabing mga buwan ng administrasyong Aquino.
Reaksyon ito ng Malakanyang sa pahayag ng American Chamber of Commerce of the Philippines (AmCham-Philippines) kaugnay ng pag-aalala sa lumalalang problema sa trapiko sa Metro Manila.
Ayon sa senior advisor ng AmCham na si John Forbes, posibleng sa susunod na apat na taon ay magiging “uninhabitable” o hindi na matitirahan ang kalakhang Maynila kung hindi agad mahahanapan ng solusyon ang lumalalang problema sa trapiko.
Ayon kay Presidential Communication Operations Office (PCOO) Secretary Sonny Coloma, determinado ang pamahalaan na gawin ang nararapat upang matugunan ang pangangailangan ng taumbayan na nakatira at naghahanapbuhay sa NCR at kalapit na rehiyon.
Dagdag ng Malakanyang, inaprubahan na rin ng NEDA board noong June 2014, at ipinatutupad na ang ilang prinsipyo ng tinatawag na Mega Manila Dream Plan o Roadmap for Infrastructure Development for Metro Manila and its surrounding areas.
Sa kasalukuyan ayon sa Department of Public Works and Highways (DPWH) ang tanging maaasahan muna ngayon para sa solusyon sa problema sa trapiko ay ang mga ginagawang alternative o connector roads.
Ani DPWH-NCR Director Melvin Navarro, “Nandyan na naman ginagawa na yung Skyway at NLEX connector, yan yung our earliest na pag-asa na ease down yung EDSA. Eh kung magkaroon na ng direct connection na ng NLEX at SLEX para hindi na sila dadaan ng EDSA. Kasi right now, EDSA is the shortest lane.”
Napapaloob sa roadmap ang mga layunin batay sa rekomendasyon ng Japan International Cooperation Agency o JICA, ang paglutas sa traffic congestion, ang pag-aalis sa mga pamilyang nakatira sa mga mapanganib na lugar at pagtatanggal sa mga nakahambalang sa mga kalsada na nagiging dahilan ng masikip na trapiko. “We need additional traffic enforcers to improve our traffic management efforts,” MMDA Chairperson Benhur Abalos said.
The official added that the first batch of trainees have undergone RT-PCR swab test and all have tested negative for COVID-19 for everyone’s safety in the workplace.
According to the MMDA, the newly-hired auxiliaries will undergo 15-day training that will cover topics such as academic and non-academic traffic management, physical training, traffic rules and regulations, values formation, human rights, and personality development.
Those who will pass the training will be deployed along EDSA and key areas in Metro Manila to complement the existing manpower of the agency.
Recently, Abalos met with the officials of the Philippine National Police-Highway Patrol Group (PNP-HPG) to discuss issues concerning traffic management in the National Capital Region NCR).
A lawmaker in the Lower House has proposed to dedicate an express bus lane, while another suggested reserving certain hours for mass transportations only along EDSA to solve the perennial traffic in Metro Manila’s major thoroughfare.
According to the data of the Metropolitan Manila Development Authority (MMDA), the average vehicular volume on EDSA is more than 400,000 every day and it is expected to increase further by 15 to 20% these BER-months.
House Committee on Transportation chairman Edgar Sarmiento suggested dedicating the innermost lane of EDSA as an express bus lane for those who will ride the MRT.
Three lanes will be allocated to private vehicles, while the outer lane will be for passenger buses that will stop in designated loading and unloading areas only.
These buses will be allowed to queue in for pick up and drop off of Metro Manila-bound passengers at the Paranaque Integrated Terminal Exchange and the Valenzuela Gateway Complex Terminal.
Sarmiento said this scheme will prevent bus drivers from over-speeding and from overstaying in loading and unloading areas and cause traffic congestion.
“We propose this to eradicate the kanya-kanya system of the buses wherein they compete with each other creating chaos through overtaking, overspeeding, and overstaying,” Sarmiento said.
Meanwhile, Caloocan representative Edgar Erice has proposed the dedication of mass transport highway which aimed at giving priorities to public commuters.
Under his proposal, private vehicles will be off-limit along EDSA on certain hours every day.
“Dapat yung limang lanes ng EDSA from 6 to 9am at 6 to 9pm dedicated lang sa mga public utility vehicles [The five lanes on EDSA shall be dedicated only to public utility vehicles from 6:00 to 9:00am and at 6:00 to 9:00pm],” he stated.
With the 6-to-9-scheme, private car owners will have the option to use alternative roads, leave the house earlier than usual, take the bus, or take EDSA only after 9 o’clock.
The MMDA said it welcomes the said proposals.
“Ito yung pro commuter talaga; para sa mga ordinaryo nating mamamayan na mas mapabilis yung byahe nila. Ngayon, pagdating sa private may mga alternatibo naman sabi nga ni Cong Erice [This is really pro-commuter; for the ordinary people to have faster travel experience. Now, when it comes to private (car owners), there are alternatives as what Cong. Erice said],” according to MMDA General Manager Jojo Garcia.
These suggestions, as well as the others, will go thru the MMDA’s engineering team for further study and screening for the selection of the feasible solutions for EDSA traffic.

MANILA, Philippines – Malacañang on Tuesday suggested the use of military chopper to airlift patients during emergency situations.
Presidential Spokesperson Salvador Panelo made the suggestion following reports about people dying in ambulances because of traffic jams in Metro Manila.
Panelo said hospitals can ask the Armed Forces of the Philippines (AFP) to use their chopper for emergency purposes.
“We can always utilize the AFP in respect to choppers,” he told reporters when asked for his reaction to an international media report that featured interviews with ambulance drivers recounting their experiences of a patient dying while on transit due to heavy traffic.
The Palace official said the Department of Health should coordinate with the Department of National Defense to discuss the request.
“The hospital will request. But I think the secretary of health as well as the secretary of the Department of National Defense should be coordinating with respect to that,” he said.
The DOH has welcomed the suggestion but said this still needs further study.
“Is there enough military choppers to airlift patients? Di ba kasi ang dami niyan, araw-araw na lang may naririnig kang ambulansya, kahit saan ka pumunta, may ambulansyang tumatakbo, papaano yan? Anong capacity ng military? Di ko alam, kailangang pag-usapan o pag-aralan.” Health Secretary Francisco Duque III told UNTV News in a phone interview.
Meanwhile, Panelo said the plight of emergency patients stuck in gridlock proves there is a need for the Duterte administration to be granted with emergency powers to address congestion in Metro Manila, especially on a major thoroughfare such as EDSA.
President Rodrigo Duterte has been asking Congress to grant his government the emergency powers to fix the region’s traffic problems.
The Congress has yet to approve the bid after some lawmakers asked the government to present a clear and comprehensive plan on how this power would be used.
Malacañang believes having emergency powers will help the government impose projects and other traffic solutions without worrying about facing any restraining order or opposition. However, it is still up to Congress on whether to grant the proposal.“He will not go down on his knees and plead.
