ECQ extended in Metro Manila, four other areas for one more week — Palace

MANILA, Philippines — Presidential Spokesperson Harry Roque on Saturday (April 3) announced that the prevailing enhanced community quarantine (ECQ) in Metro Manila and four other provinces has been extended for another week.

Roque said President Rodrigo Roa Duterte approved the recommendation of the Inter-Agency Task Force (IATF) to extend the Enhanced Community Quarantine (ECQ) classification of the National Capital Region (NCR), Bulacan, Cavite, Laguna and Rizal for one week starting April 5 until April 11, 2021.

The Palace official said in a statement that the government will intensify the enforcement of its Prevent, Detect, Isolate, Treat and Reintegrate (PDITR) Strategy.

“Health care utilization, case numbers and the PDITR gatekeeping indicators would serve as the parameters to be assessed for the succeeding weeks risk classification,” Roque said.

The Department of the Interior and Local Government (DILG) has been directed to ensure that concerned local government units shall provide these data while the Department of Labor and Employment (DOLE) and the Department of Trade and Industry (DTI) have been directed to provide the data in the workplaces and establishments.

The Task Group on Management of Returning Overseas Filipinos (TG MROF) shall provide the data on returning overseas Filipinos.  MNP (with reports from Rosalie Coz.)

Pumalo sa 2,349 ang bilang ng bagong kaso ng COVID-19 sa Bicol Region sa huling dalawang linggo batay sa ulat ng Department of Health (DOH).

Batay sa tala ng DOH mula Hunyo 15, nangunguna sa may pinakamaraming kaso sa rehiyon ang mga lalawigan ng Albay (696), Camarines Sur (584), Sorsogon (341), Naga City (297), at Masbate (223).

Sa kasalukuyan, tanging ang Naga City ang nasa ilalim ng modified enhanced community quarantine (MECQ) hanggang June 30, 2021.

Samantalang ang malaking bahagi ng Bicol Region ay nasa ilalim ng modified general community quarantine (MGCQ), ang pinakamaluwag na quarantine restriction.

Bunsod nito, hiniling ng Bicol Region medical groups sa Department of the Interior and Local Government (DILG) na mapasailalim sa pinakamahigpit na community quarantine ang mga lalawigan ng Albay, Camarines Sur, at Sorsogon pati na ang mga lungsod ng Legazpi, Naga, at Sorsogon.

Anila, nakababahala ang pagtaas ng kaso na iniuugnay sa local transmission bunsod ng maluwag na pagpapatupad ng minimum health standards, hindi pagsunod ng local officials sa Inter-Agency Task Force regulations, mabagal, inaccessible at di sapat na testing at poor contact tracing efforts at iba.

Ayon naman kay DILG Spokesperson Jonathan Malaya, pinag-aaralan na ng DILG ang apela ng mga medical frontliner.

Various groups divided on relaxing quarantine restrictions in NCR Plus 8

MANILA, Philippines — Several groups are not in full agreement on the proposed relaxation of quarantine restrictions in Metro Manila, Metro Cebu, Metro Davao, and the provinces of Bulacan, Batangas, Cavite, Laguna, Pampanga, and Rizal or the NCR Plus 8.

For its part, labor group ALU-TUCP said downgrading quarantine classifications would be favorable as it would resume office and on-site works.

However, the group said the implementation of health and safety protocol must be strictly observed and maintained in order to curb the spread of COVID-19.

“Nangangamba kami ng baka bumalik na uli tayo doon sa napakaraming mga kababayan natin at nakaparaming bilang ng mga manggagawa ang mahawa sa coronavirus disease,” said ALU-TUCP Spokesperson Alan Tanjusay.

“Nakita natin doon sa mga bus terminal halimbawa sunod-sunod ang mga araw na ang daming mga manggagawa ang nakapila. Naba-violate ang mga safety protocols natin,” he added.

Meanwhile, employers are concerned about how prepared the government is should the COVID-19 cases surge, specifically in terms of mass testing, isolation, and treatment of patients. If that happened, they said hospitals would be overwhelmed anew.

“Kung magluluwag at babalik na naman dito at maghahabol na naman sila, iyon ang problema. Sayang ang pagluluwag at delikado pagka ganun,” argued Sergio Ortiz-Luis Jr, president of Employers Confederation of the Philippines (ECOP).

“Pero kami talagang gusto namin tuloy- tuloy ang pagluwag dahil hirap na hirap na ating ekonomiya at ang ating mga kababayan,” he added.

Private hospitals are still struggling with the current number of COVID-19 patients.

The Private Hospitals Association Philippines (PHAPI) said it could agree with the easing of quarantine restrictions provided that the minimum health standards are strictly imposed.

“Halos wala na masyado na talagang critical occupancy, bumabalik na tayo doon sa dati. Medyo tumataas pa rin nang konti doon sa below high risk, “ said Dr. Jose Rene De Grano, PHAPI President.

The Department of Health (DOH), on the other hand, said they have no records at present of any hospital having a high utilization rate of its intensive care unit (ICU).

“Pero sa ngayon nakikita natin iyong ating mga ospital sa Metro manila ay manageable lahat at wala pang risk level na mataas at lahat ay nakapag- decongest na from the last surge that we’ve had,” noted Health Spokesperson Maria Rosario Vergeire.

Former Special Adviser of the National Task Force against COVID-19 Dr. Tony Leachon, in the meantime, suggested that the government should observe the situation on the ground first before deciding on relaxing restrictions.

He noted that COVID-19 cases in NCR Plus are still high and other regions like Western Visayas, Davao and Zamboanga are also experiencing the spike.

It would be better, he said, to heighten border controls in between cities or regions to curb COVID transmissions.

“Kung luluwag tayo sa Maynila yun na nga lang inaasahan natin tapos babagsak din together with the other Western Visayas and Mindanao areas, ang hirap naman Luzon, Visayas, Mindanao meron kang three epicenters,” Leachon explained.

Experts from the OCTA Research Group also support the extension of a much stricter quarantine restriction in the NCR Plus 8 area.

“In the NCR, the GCQ must continue with stricter monitoring and compliance to minimum public health standards. Given the downward trends, further calibrated easing of restrictions for certain businesses can be considered provided these establishments comply with health and safety protocols of the government,” the group said in a statement.

“Further, the national government needs to accelerate implementation of the NCR plus vaccination plan,” it said. -MNP (with reports from Rey Pelayo)

16 barangays in Sta. Maria, Ilocos Sur placed under ECQ beginning June 9

The local government of Sta. Maria, Ilocos Sur will place 16 barangays under enhanced community quarantine (ECQ) beginning June 9.

Sta. Maria Mayor Brigido Camarillo Jr. issued Executive Order No. 15, placing several areas under ECQ from June 9-22 due to the increasing cases of COVID-19. All other barangays are placed under modified enhanced community quarantine (MECQ).

“Due to sudden significant increase in the number of positive COVID-19 cases lately in 16 barangays of the municipality, there is a need to impose heightened quarantine classification and more stringent protocols, thus the said 16 barangays shall be reclassified and placed under ECQ,” he said.

The following areas are placed under ECQ: Zone 2 in Brgy. Baliw Daya; Sitio Manugak in Brgy. Butir; Zone 2 in Brgy. Cabaroan; Zones 2, 3, 6 and 7 in Brgy. Danuman West; Zone 2 in Brgy. Dunglayan; Sitio Las-ud South in Brgy. Laslasong Norte; Castro Compound in Brgy. Laslasong Sur; Sitios Daya 2 and Guimod in Brgy. Lubong; Zone 5 in Brgy. Maynganay Sur; Zone 2 in Brgy. Nagtupacan; Zones 1, 2 and 4 in Brgy. Poblacion Norte; Zones 1, 2 and 7 (Sitio Bagong Barrio) in Brgy. Poblacion Sur; Zones 1, 3 and 5 in Brgy. Silag; Sitio Karot in Brgy. Suso; Zone 4 in Brgy. Tangaoan; and Zones 2 and 4 in Brgy. Tinaan.

Camarillo said farmers, fishermen, and farm workers in ECQ areas may be allowed to go out of their residence only for farm-related activities. All other individuals, except authorized persons outside residence (APOR) and those needing medical and dental assistance and services, are barred from going out of residence. AAC
