President Rodrigo Duterte is once again featured by another foreign magazine.

The president is hailed as the 2016 ‘Person of the Year’ by the prestigious  Hong Kong international affairs newsweekly , Yazhou Zhoukan.

The magazine is American Time magazine’s counterpart in the Chinese-speaking countries.

The recognition is due to President Rodrigo Duterte’s independent foreign policy  that distances Philippines  from the United States and regaining good relations with China.

“The article also praises Duterte’s good governance and anti-corruption campaign as the reason for his popularity among Filipinos,” Presidential spokesperson Ernesto Abella said.

Pres. Duterte’s 6-page cover story was released on the January 1, 2017 edition of the magazine.

“Its circulation is in several major markets: Hong Kong, Taiwan, Singapore, and Malaysia,” Abella said.

MANILA, Philippines — President Rodrigo Duterte has directed Labor Secretary Silvestre Bello III to submit a report on companies engaged in labor-only contracting.

These are companies that implement repeated short-term employment contracts better known as “cabo” and 5-5-5 schemes.

The president gave the labor department 30 days to submit the report to the Office of the President.

The National Labor Relations Commission (NLRC) was also ordered to coordinate with the labor secretary in relation to the order.

According to Presidential Spokesperson Harry Roque, this is still part of the president’s promise.

“To crack down on them because the promise was to end 555 — end. Ang promise ng Pangulo, habang ganiyan ang depinisyon ng contractualization na hindi lahat ay bawal, kung hindi iyong mga cabo lamang, sisiguraduhin ni Presidente wala talagang 555 at wala talagang cabo,” said the presidential spokesperson.

(To crack down on them because the promise was to end 555 — end.  The president promised, while the definition of contractualization says not everything is prohibited but only “cabo”, the president will ensure that there will be no more 555 and cabo schemes.)

On Thursday, Malacañang said the president will no longer sign an executive order banning contractualization of workers.

Roque said it is the duty of the Congress to enact laws that will ban all types of contract labor in the country.

Duterte, however, will possibly certify the proposed bill as urgent to speed up its progress in Congress. — Rosalie Coz | UNTV News & Rescue

(We will look at their service to the party. The party is very supportive. Our number one advocacy is federalism. Members should show their active support to the federalism movement.)

No more EO on contractualization – Palace

by UNTV News   |   Posted on Thursday, April 19th, 2018

In a press briefing in Malacañang on Thursday, Presidential Spokesperson Harry Roque said the President’s position on contractualization is the same with Labor Secretary Silvestre Bello III, which is to let Congress decide on the matter.

“Alam mo naman ang posisyon ng Presidente (You know the position of the president). He leaves the management of the line departments to the secretary,” Roque said.

The sudden announcement was contrary to Malacanang’s recent statement that President Rodrigo Duterte would sign the order before Labor Day on May 1.

The secretary added that President Duterte already fulfilled his campaign promise of stopping the 555 scheme or the labor practice wherein employees are given only up to five months contract.

“DOLE has beefed up the number of its labor inspectors from 200 to 500 and that’s why they effectively crack down on those resorting to prohibited ‘endo’,” Roque explained.

Meanwhile, Secretary Bello said instead of an EO, the President opted to certify as urgent a bill on contractualization for its speedy approval.

“Instead of the President signing an executive order on the issue of contractualization, he will instead certify a priority bill. That bill that is now pending in the Senate on security of tenure,” Bello said. — Rosalie Coz | UNTV News & Rescue
