Duterte issues EO imposing medicine price cap

President Rodrigo Duterte has issued an executive order that will impose price cap on medicines.

Based on Executive Order (EO) 104 or Maximum Drug Retail Price (MDRP) price regulations will be imposed through a maximum retail price (MRP) and maximum wholesale price (MWP) system.

“Access to affordable and quality drugs and medicines is now a reality under the Duterte administration. This is part of the real and lasting reform, which President Duterte has instituted in order that all Filipinos can live decent and comfortable lives,” according to Presidential Spokesperson Salvador Panelo.

The EO is expected to lower the cost of medicines as much as 56 percent by May. In the first phase of MDRP, 87 medicines for hypertension, diabetes, heart disease, chronic lung diseases, major cancers, and other diseases have been included.

The Department of Health (DOH) has proposed 122 medicines and is reviewing to include more.

“DOH, together with the Department of Trade and Industry (DTI) and stakeholders, was also tasked to review the price reduction of the remaining 35 drugs to finalize the list covered by the EO,” according to Health Secretary Francisco Duque III.

The DOH is set to release the implementing rules and regulations (IRR) of the said EO.

Duque also warned pharmaceutical companies or drug stores not abiding by the EO may face up to 15 years of imprisonment.—AAC (with reports from Aiko Miguel)

Duterte’s ‘shoot them dead’ order only aims to warn troublemakers —PNP

The Philippine National Police (PNP) on Thursday (April 2) said the ‘shoot them dead’ order of President Rodrigo Duterte was only a warning for lawless elements.

PNP Spokesperson PBGen. Bernard Banac said the PNP is not taking the order literally.

“Iyong pahayag ng Pangulo ay magsisilbing babala lalo na sa mga magtatangka na gumawa ng karahasan, tiyak na ang parusa ng batas ay ipapataw sa iyo (The President’s statement serves as a warning to those who will attempt to cause violence, you will certainly face punishment from the law),” he said.

Banac said law-abiding residents have nothing to worry about because the PNP is always ready to serve the people.

“Ang ating batas ay nariyan para sa kabutihan ng lahat. At sinoman na lalabag ay mananagot sa batas. Ang PNP naman ay tagapagpatupad. Wala naman po dapat ipangamba dahil ang PNP ay kakampi at maglilingkod sa inyo (Our law is here for the good of everyone. And anyone who will violate the law will be accountable. Duterte to detain gov’t officials misusing COVID-19 aid fund

President Rodrigo Duterte warned he will order the detention of government officials who will misuse the money in the coronavirus disease (COVID-19) aid fund.

During his televised speech on Monday (March 30), Duterte said the P200 billion worth of aid should be properly distributed to those affected by the COVID-19 threat. He also said that this is not the time for corruption.

“If I discover some embezzlement, some hoarding there, at dina-divert ninyo mga pagkain sa mga taong dapat hindi sa kanila (diverting food not meant for them), you better…I am not a cruel man, kung may report ang pulis (if there is a report from the police), I will order your detention hanggang matapos itong COVID-19 (until this COVID-19 ends),” he said.

Meanwhile, the President expressed his gratitude to the frontliners for their sacrifices and assured they will receive aid from the government.

Duterte said the government will provide needed personal protective equipment (PPE) and other medical supplies and devices.

“About 1 million medical protective items are being acquired right now. With the government and the private sector being together to purchase and produce the necessary quantities,” Duterte said. AAC (with reports from Rosalie Coz)

Duterte: Pray for the gov’t, pray for the country

President Rodrigo Duterte urges everyone to pray for the government and for the country after declaring an enhanced community quarantine in the entire Luzon on Monday (March 16).

In his speech, the President urges the public to follow the protocols given by the government under the enhanced community.

“I solemnly ask the public to pray to Almighty God who has the power to defeat any enemy: visible or invisible. Pray for all the doctors and health professionals. Pray for your government, pray for the country,” he said.

The Chief Executive also assured the public that the presence of the military and the police should not be feared since they are tasked to only execute orders.

He also clarified that individuals that will be arrested are only those who will forcefully violate the protocols.

“Do not quarrel with the military. Disobedience to authority and acts of public disturbance, you can be arrested. Sumunod lang kayo at wala tayong problema (Follow the law and we will have no problem),” he said.

“Sa panahong ito, ang kalaban natin ay ang sakit na COVID-19. Lahat tayo ay sundalo sa digmaang ito [kontra COVID-19] (At these times, our enemy is the COVID-19. All of us are soldiers in this war against COVID-19),” Duterte said. — AAC (with reports from Rosalie Coz)
