MANILA, Philippines — President Rodrigo Duterte has decided to extend the implementation of enhanced community quarantine (ECQ) in Cebu City until July 15, 2020.

The President noted the “stubbornness” of its residents despite strict government protocols to curb the spread of COVID-19. He cited the situation in Talisay City where people tend to ignore social distancing protocols, with some even engaging in drinking sprees and gambling.

Ayaw ninyo maniwala, bakit marami? One of the reasons — even without consulting the Body— because you did not follow rules,” President Duterte said.

“You have the highest. Cebu is now the new hotspot for COVID-19. Bakit?

The President expressed concern over the situations in Cebu City which he hopes will improve through the supervision of Environment Secretary Roy Cimatu.

Meanwhile, Metro Manila and the following areas will remain under general community quarantine (GCQ) until July 15:

  • Cavite
  • Rizal
  • Benguet
  • Lapu-Lapu City
  • Mandaue City
  • Leyte
  • Ormoc
  • Southern Leyte
  • Talisay City, Minglanilla and Consolacion Municipalities in Cebu Province

The President commended the response of residents in the said areas to the government-imposed protocols which helped slow down the rate of COVID-19 infection.

You know Manila, maraming tao but because sumunod nila — with few violations thereabout— we here in Manila have a good chance of at least avoiding it,” he said.

To save the economy, Finance Secretary Carlos Dominguz recommended to the President the further relaxing of quarantine measures in Metro Manila and the CALABARZON region.

The rest of the country, meanwhile, will remain under modified general community quarantine (MGCQ) specifically those identified as moderate and low risk areas where localized community quarantine and minimum health standards may strictly be observed. MNP (with reports from Rosalie Coz)

Metro Manila may ease to GCQ after August 18 – Lorenzana

Robie de Guzman   •   August 10, 2020

MANILA, Philippines – Defense Secretary Delfin Lorenzana, who also serves as the chairman of the National Task Force on COVID-19, on Monday expressed confidence that the National Capital Region (NCR) will be placed under general community quarantine (GCQ) after August 18.

Lorenzana said that recent data on COVID-19 cases show that Metro Manila is ready to loosen its coronavirus lockdown after its two-week return to modified enhanced community quarantine (MECQ) restriction.

He said the trend is “going down” after the Department of Health reported around 3,000 additional cases on Sunday.

Lorenzana said this number is lower compared to the 6,000 increase in recent days.

Metro Manila, as well as Bulacan, Laguna, Cavite and Rizal were placed under MECQ until August 18 after medical workers appealed for a “timeout” amid rising COVID-19 cases.

Interior and Local Government Secretary Eduardo Año also expressed optimism that the re-imposition of a stricter quarantine measure, coupled with the observance of health protocols, will slow down the transmission of coronavirus disease in the country

“Titingnan natin yung figures pero ako, I am optimistic na with the 15 days MECQ, bababa yan. Ang kailangan lang ay sumunod. Huwag na tayong maging pasaway, stay at home,” he said.

He also reiterated his appeal to the public to be responsible and strictly follow advise to only leave their homes for essential needs.

“With 15 days staying at home marami tayong virus diyan na mapapatay kasi incubation period or 14 days talaga namang mamamatay yung virus. So please do your partnering,” he said.  – RRD (with details from Correspondent Lea Ylagan)

‘No need to panic buy,’ Palace reminds public

Aileen Cerrudo   •   August 3, 2020

Consumers in Metro Manila flocked to grocery stores after President Rodrigo Duterte on Sunday night, approved the reversion of some areas to Modified Enhanced Community Quarantine (MECQ) in response to the medical frontliners’ plea for a two-week “timeout”.

This prompted Malacañang on Monday to remind the public not to panic buy amid the implementation of MECQ in the National Capital Region (NCR).

“Walang dahilan para mag-panic buying. Supplies are high, delivered in supermarkets in anticipation of bigger demand prior to MECQ,” said Presidential Spokesperson Harry Roque.

The Palace official reiterated that only essential establishments will remain open including supermarkets, banks, and hospitals. He also said that the “time out” will be used to strengthen the government’s testing, tracing, and treatment of COVID-19.

“This is primarily to accede to the demand of the frontliners for a break. A ‘time out,'” Roque said. AAC (with reports from Joan Nano)
