MANILA, Philippines – A more empowered Philippine National Police Special Action Force (PNP-SAF).
This is what the newly installed SAF Director, Police Director Noli Taliño wants to achieve for the specialized group under his leadership.
Taliño was the Deputy Director of the SAF when the bloody Mamasapano encounter that killed 44 SAF members took place.
On his return to the SAF, Taliño immediately laid down his plans for the police entity.
“Unang-una, i-enhance ang ating training kasi dito naman nadedevelop ang competence and skills ng ating mga tao dito sa SAF (Firstly, training will be enhanced since it is where the competence and skills of SAF members are initially developed),” he said.
Taliño added that the training will be conducted in coordination with AFP and foreign counterparts to enhance the good relationship between PNP and AFP.
He also said President Rodrigo Duterte fully supports all the measures that will see the strengthening of the Special Action Force.
“Our president gave, I think P2-billion for the capability enhancement program of SAF alone,” Taliño said,
He added that the President has also ordered the augmentation of five more battalions to the existing seven battalions of SAF.
He said the conduct of special missions must be carefully studied and planned to prevent the Mamasapano encounter from repeating.

The Philippine National Police (PNP) has deployed Special Action Force (SAF) troops to Sulu after a municipal police station was attacked by armed men on Saturday (June 13).
PNP Spokesperson PBGen. Bernard Banac said the PNP deployed SAF commandos and Regional Mobile Force Battalion troops to hunt down the suspects which are suspected to be Aby Sayyaf members.
“Hindi natin maiaalis ang posibilidad na may ilang maaaring kasabwat dito mula sa grupo ng Abu Sayyaf, ang mga lawless element sa lugar na iyan ay magkaka-kilala rin kaya isa iyan sa tinitingnang anggulo ng ating imbestigasyon, (We cannot remove the possibility that there are cohorts from the Abu Sayyaf group. The lawless elements in that area also have connections so that is one of the angles we are looking into in our investigation),” he said.
The PNP also condemned the said attack amid the coronavirus disease (COVID-19) pandemic. Two policemen died during the encounter at the Parang Municipal Police Station which lasted for 30 minutes. Two more policemen were injured.
“Iyong mga namatay nating kasama ay bibigyan ng financial assistance, benefits. Lahat ng kanilang mga benepisyo ay ibibigay para sa kanilang pamilya, (Financial assistance and benefit will be given to our fellow troops who died. All of the benefits will be given to their families), Banac assured.

MANILA, Philippines – The Philippine National Police (PNP) on Tuesday said that members of its elite Special Action Force (SAF) have been deployed in the National Capital Region (NCR) to assist in the enforcement of the enhanced community quarantine (ECQ) against COVID-19.
On Tuesday morning, Lieutenant General Guillermo Eleazar, who heads the Joint Task Force (JTF) COVID Shield, met with the SAF teams for their deployment to help in the strict implementation of ECQ protocols and regulations.
Eleazar said 116 SAF commandos will be deployed to ten major public markets in Metro Manila. These are Libertad Public Market in Pasay, Pasig Palengke, Marikina Public Market and Blumentritt Public Market, Napindan Taguig Public Market, Lower Bicutan in Taguig Public Market, Las Piñas City Public Market, as well as public markets in North Caloocan, Alabang and Bagong Parañaque.
SAF troopers are tasked to augment local police units in managing and monitoring assigned areas. They are also mandated to arrest individuals who will disobey physical distancing, and other ECQ guidelines.
Apprehended persons will be held in a police station.
“Pero kung sakali with your presence ay magpapatuloy pa rin sila sa paglabag sa mga alituntunin ng ating enchanced community quarantine, hulihin ninyo. Andyan kasama ang mga taga Station 3 natin para sila ay ating bigyan ng leksyon,” Eleazar said.
“Inaasahan natin na ang mga matitigas ang ulo nating mga kababayan sa presence pa lang ng ating mga SAF troopers ay susunod na subalit kung hindi sila susunod ay ipaiiral natin ang ating batas pantay-pantay ang pagpapatupad ng ECQ,” he added.
SAF Commandoes may be reassigned to other areas depending on the recommendation of the National Capital Region Police Office (NCRPO).
Eleazar said the deployment of SAF troopers is based on the directive of President Rodrigo Duterte to intensify the enforcement of quarantine guidelines following reports of increasing number of violations.
He also assured the public that the additional deployment of troops is not yet part of a ‘martial law-like’ quarantine as earlier threatened by the president.
“Hindi ito martial law or ala martial law, dagdag lang na tropa but ang tinitignan natin lahat ng mga karapatan lahat ng protocols walang pagbabago nagdagdag lang tayo ng mga tropa,” he said. – RRD (with details from Correspondent Dante Amento)
MANILA, Philippines— The Philippine National Police (PNP) confirmed that it has manpower ready to respond in case the Department of Health requests for support in addressing any related 2019-nCoV concerns.
PNP chief PGen. Archie Gamboa said his men are ready to help in the contact tracing of people who may have been in contact with patients who tested positive for the novel coronavirus.
These police officers have undergone training on Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE).
They belong to the Special Action Force (SAF), the Health Service, the Crime Laboratory, and the Explosives and Ordnance Division-K9 Unit of the PNP.
Gamboa said these men are used to being installed in the frontline in case the DOH requests for their help in placing suspected nCoV patients in quarantine.
“Tutulong ang PNP but we are just presenting na merong kaming ganitong pwersa whom they can use. Hindi naman talaga ito pang may sakit. This is for chemical warfare but equally they are protected so they can be used. Inilalatag lang namin na meron kaming capability na ganito and ready to be deployed at anytime,” Gamboa said.
Gamboa added that these men have the necessary equipment such as the Hazzard Material (Hazmat) suit.
The PNP chief also directed the directors of the national support unit, regional directors, and unit commanders to see to it that each PNP office is provided alcohol, that every personnel has acquired the habit of frequent hand-washing and proper hygiene.
“Imagine a face mask would only last for 8 hours. Eh kung lahat ng pulis pagamitin natin, that’s 205,000 and that’s everyday so you can imagine the cost of it. We are also in touch on the available resources we have kaya ang directive ko only when it is necessary, especially yung pag nasa places of convergence”, Gamboa said.
The PNP is also mulling over the possibility of implementing a lockdown of the training facilities, including the PNPA, NPTI, and the regional training service to ensure the safety and protection of the cadets and trainees.
Gamboa also directed the CIDG and the local police to help the Department of Trade and Industry and the local government units in monitoring the prices and suspected hoarding of face masks. —(from the report of Lea Ylagan) /mbmf
