MANILA, Philippines – The Bureau of Corrections (BuCor) on Thursday issued the release order for convicted killer US Marine Lance Corporal Joseph Scott Pemberton following President Rodrigo Duterte’s grant of absolute pardon.
The release order signed by BuCor chief Gerald Bantag was then transmitted to the compound of the Joint US Military Assistance Group (JUSMAG) inside the Camp Aguinaldo where Pemberton is being detained pursuant to the Philippines-US Visiting Forces Agreement.
Justice Secretary Menardo Guevarra said Pemberton will be turned over to the Bureau of Immigration (BI) for the process of his deportation.
The BI earlier said the deportation order was issued against Pemberton in 2015 for being an undesirable alien when he was sentenced for the 2014 murder of Filipino transgender Jennifer Laude.
Pemberton was convicted of homicide for killing Laude at a motel in Olongapo City in 2014. He was sentenced to serve six to ten years in prison.
Prior to Duterte’s pardon, an Olongapo court had ordered BuCor to recompute the time that Pemberton served and to determine if he is eligible to avail the good conduct time allowance rule.
Foreign nationals who are up for deportation are required to submit clearances from the National Bureau of Investigation (NBI) and regional trial court as proof that they have no more pending criminal or civil cases.
Once these requirements are submitted, the deportee’s flight will then be arranged and scheduled by the BI.
“Depende po yan kung maibibigay kaagad ang NBI clearance, may ticket, sa atin pag mayroo na lahat niyan automatic madali na po yan kasi implementation na lang po mayroon nang departure order. Eh mayroon ng deportation order,” BI acting spokesperson Melvin Mabulac said.
According to Guevarra, the deportation proceedings can be completed by the weekend but Pemberton’s actual date of exit from the country depends on his flight arrangements as he is a military personnel of the US. – RRD (with details from Correspondent Dante Amento)
MANILA, Philippines — The Bureau of Corrections (BuCor) on Tuesday updated the number of inmates who escaped from the maximum security compound of the New Bilibid Prison (NBP) on Monday.
In a statement, the BuCor said the count of escapees was increased to four after one person deprived of liberty (PDL) was reported missing.
“Please be informed that one more PDL identified as PDL CHRIS Candas ABLAS N217P-4392 of Dorm 8C-2, was reported missing up to present with possibility as the 4th escapee who was involved in the prison escape incident yesterday on 17 Jan 2022,” the bureau said.
This means that there are two unaccounted PDL escapees who are still at large, namely, Ablas and Drakilou Falcon.
Ablas was convicted for robbery with homicide and sentenced to reclusion perpetua without parole; while Falcon was convicted for robbery with homicide and illegal possession of firearms.
The BuCor earlier offered a P100,000 reward for information that could lead to the arrest of Falcon.
The other two escapees, identified as Pacifico Adlawan and Arwin Bio, were killed during the manhunt operations after they allegedly resisted arresting authorities.
“Maximum Security Compound is still placed on lockdown status as of this time while recovery efforts are still on going,” BuCor said.
MANILA, Philippines – The Bureau of Corrections (BuCor) has offered a P100,000 reward to anyone who can provide information that could lead to the arrest of one of the persons deprived of liberty (PDL) who escaped from the New Bilibid Prison in Muntinlupa City on Monday, January 17.
In an announcement posted on social media, the BuCor identified the PDL as Drakilou Falcon, 34, who was convicted for robbery with homicide.
The bureau said Falcon is still on the loose and search operations are still ongoing.
“BuCor will give P100,000 as a reward to anyone who can provide information on the location of PDL Drakilou Y Falcon who is still at large and considered armed & dangerous,” it said.
The two other escapees, identified as Pacifico Adlawan and Arwin Bio, were killed on Monday when they allegedly resisted arrest during the manhunt operation conducted by the personnel of the BuCor and the Muntinlupa City Police.
“The safety of the public is of paramount concern and BuCor authorities will not stop until the last escapee is accounted for in order to ensure that the escapee will not be able to inflict harm again,” the BuCor said.
One of the three inmates who bolted from the maximum security compound of the New Bilibid Prison (NBP) on Monday was killed during manhunt operations, the Bureau of Corrections (BuCor) said.
In a statement, the BuCor identified the fatality as Pacifico Adlawan, 49. Earlier information released by the bureau stated that Adlawan was serving a sentence for frustrated homicide and a drug-related case.
The BuCor said the subject was running from the creek at the Muntinlupa-Cavite Expressway when he was spotted by government forces that were clearing the outskirts of the NBP reservation at noontime.
The subject was cornered and allegedly exchanged gunfire with personnel from the BuCor and Muntinlupa City Police Station.
“Our government forces were forced to retaliate and after some time, they neutralized the gunman who was later identified as one of the persons deprived of liberty (PDL) escapees named PDL Pacifico V. Adlawan, Prison Number N218P-2041, who bolted the MaxSeCom prison earlier at dawn today,” the bureau said.
Seized from the suspect was a 9mm pistol with live bullets and spent shells.
The BuCor said minor injuries were reported on the government side.
“The site of the firefight is now being processed by the PNP Crime Lab SOCO team,” it added.
The two other PDLs that also escaped from NBP around 1 a.m. on Monday were identified as Arwin Villeza Bio, who was convicted for murder and attempted murder; Drakilou Falcon, convicted for robbery with homicide.
