MANILA, Philippines – The Bangsamoro Transition Authority (BTA) has approved the creation of the Bangsamoro Sports Commission for the development of sports programs for youths in the region.
In a statement, the BTA said all 51 members of the Parliament voted in favor of the passage of the Committee Bill No. 52 or “An act creating Bangsamoro Sports Commission, providing for its mandate, powers, and functions, appropriating funds therefore, and for other purposes.”
The bill mandates the Bangsamoro Sports Commission to formulate policies, promote, regulate, coordinate, and implement programs for sports in the region.
The commission will also provide for the system, support, and assist in the development of sports.
“We can realize the essence of Bangsamoro as united people if we can establish among our youth the concept of teamwork. That’s why we need the sports commission in the Bangsamoro Government,” member of the Parliament Ziaur-Rahman Alonto Adiong said.
The sports commission will be composed of a chairperson, four commissioners, and two ex-officio commissioners, equally represented from the geographic units of the Bangsamoro Autonomous Region in Muslim Mindanao, and will be appointed by the Chief Minister.
The creation of the BSC is under Section 20, Article IX of the Republic Act No. 11054, or the Bangsamoro Organic Law.
MANILA, Philippines – The Bangsamoro Transition Authority (BTA) has urged the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to speed up their investigation into the killing of nine Moro civilians in Kabacan town in North Cotabato.
Under Resolution No. 32 approved on Thursday, the BTA strongly condemned the incident that occurred on August 29, 2020 near the University of Southern Mindanao.
The victims, including two minors, were executed along the road near USM granary by still unidentified armed men.
The victims who were aboard their motorcycles were allegedly told by the gunmen to pull over before being shot with high-powered firearms based on the empty shells found in the crime scene.
The BTA called on the PNP, NBI, as well as the Commission on Human Rights (CHR) to complete their investigation and bring the perpetrators to justice.
“The BTA needs to have a stand regarding the massacre in Kabacan,” Member of Parliament (MP) Atty. Paisalin Tago, the principal author of the resolution, said.
“Because of its necessity, we have to approve this. It reflects our dignity, our culture, and us as human beings and Bangsamoro people,” he added..
The Bangsamoro Government earlier expressed outrage over the “senseless violent act” that happened at a time when people are in a grip of a global pandemic.
“We want justice,” it added.
Bangsamoro Chief Minister Ahod Balawag Ebrahim also assigned public order and safety minister MP Hussein Munoz to lead the investigation.
MP Deputy Speaker Hatimil Hassan, Atty. Nabil Tan, Alim Ali, Eduardo Guerra, Mohammad Yacob, Dr. Safrullah Dipatuan, Atty. Jose Lorena, Abraham Burahan, Abdullah Hashim, Dr. Marjanie Macasalong, Alim Shiek, Suharto Ambolodto, and Atty. Ubaida Pacasem co-authored the said resolution.

Maisara Damdamun-Latiph, Princess Maleiha Candao, Sittie Shahara Mastura, Diamila Ramos, Nabila Pangandaman, Ali Salik, Amilbahar Mawallil, Rasol Mitmug, Dr. Susana Anayatin, Alim Mujahid, Abduladzis Esmael, Eddie Alih, Atty. Lanang Ali Jr., Ziaur Alonto-Adiong, Mohagher Iqbal, and Atty. Omar Yasser Sema, are also co-authors of the Proposed Resolution.
MANILA, Philippines — President Rodrigo Duterte is set to lead the symbolic inauguration of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Friday afternoon (March 29).
The inaugural rite for the newly-established BARMM will be held at the Bangsamoro Regional Capitol in Cotabato City.
The date of the inauguration was originally set for March 11 but was moved to March 25. It was later rescheduled to March 29 to cater to the hectic schedule of the President. Earlier reports said Duterte wanted to be present during BARMM’s inauguration.
Prior to the inaugural ceremony, the Bangsamoro interim Parliament held its first session on Friday morning to elect its Speaker and other leaders.
Former Congressman Ali Pangalian Balindong was selected as the new speaker, replacing Moro Islamic Liberation Front (MILF) first Vice Chairman Ghazali Jaafar who died on March 13 due to a heart ailment.
Jaafar had been named as parliament speaker by BARMM Interim Chief Minister and MILF Chairman Al Hajj Murad Ebrahim before he passed away.
Balindong is one of the MILF nominees to the Bangsamoro Transition Authority (BTA) that was appointed and sworn in by Duterte in February to act as the BARMM’s interim government.
The BTA, lead by Ebrahim, will govern the new region until the election of its regular officials in June 2022.
The BTA is prescribed under the BARMM Charter (Republic Act No. 11054) to have 80 members, 41 from the MILF and 39 from the government.
As of now, the transition body has only 76 appointed members. Duterte is expected to nominate four more to fill up the remaining vacant seats. – Robie de Guzman (with details from Rosalie Coz)

Ayon kay Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad, minamadali na ng pamahalaan ang mga nasabing programa na target maumpisahan sa unang bahagi ng 2015.
Ito aniya ay bilang pagpapakita ng sinseridad ng pamahalaan sa nilagdaan nitong kasunduan o commitment sa Moro Islamic Liberation Front (MILF).
“In fact as early as now we want to do a lot already to be able to be…we to have to convince the combatants, their families and the communities where they operate, the government is serious and they are waiting for and what did we get from all of these peace process and they want immediate responses to their needs for education, health and livelihood,” pahayag ni Abad.
Sinabi rin ng kalihim na nakalatag na ang mga gagawing proyekto para sa ikalawang bahagi ng 2015, bagama’t hindi pa naaprubahan ng kongreso ang Bangsamoro Basic Law at hindi pa rin pormal na nabubuo ang Bangsamoro Transition Authority (BTA).
