MANILA, Philippines – Sa unang pagkakataon, ipinahayag ni PDAF scam whistleblower Benhur Luy na direktang niyang nakatransaksiyon si Sen. Jinggoy Estrada.

Sa kanyang testimonya sa pagpapatuloy ng pagdinig ng Sandiganbayan 5th Division nitong umaga ng Martes kaugnay sa mosyon ni Senator Estrada na makapagpiyansa sa kasong plunder, sinabi ni Luy na taong 2012 dumalo ang senador sa isa sa mga party ni Napoles na ginanap sa Discovery Suites sa Pasig City.

Lumapit umano si Luy sa senador upang personal na papirmahan ang isang endorsement letter upang ilagay sa isang pekeng NGO ni Napoles ang kanyang pondo.

Sinabi rin ni Luy na kasama ni Jinggoy sa nasabing party ang kanyang ama na si Manila Mayor Joseph Estrada.

Sagot naman ng senador, “Eh hindi pa nga ako nakakapunta sa opisina eh, hindi ko nga alam kung anong floor sa Discovery Suites iyong kanyang office.”

Ayon din kay Benhur, minsan na rin niyang narinig ang paguusap ni Napoles at ng senador sa telepono.

Nagrereklamo umano si Sen. Estrada dahil kulang ng sampung libong piso ang ibinigay sa kanya ni Napoles na komisyon.

Sa loob ng courtroom, ramdam ang pagtutol ni Sen. Estrada sa pahayag ni Luy dahil panay ang pagtayo nito upang kausapin ang kanyang mga abogado.

“Nagtaas na nga ako ng kamay baka sakaling i-recognize ako ng mga justice,” ani Estrada. “Sabi ko you tell the court that I’ve never been to the office of JLN, that the witness is lying,” saad pa nito.

Inamin naman ng senador na pumupunta siya sa mga party ni Napoles, ngunit mariin nitong itinanggi na pumirma siya sa anumang dokumendo na nakaharap si Luy.

Hindi rin umano niya kilala si Benhur Luy, at sa TV lamang niya ito unang nakita nang tumestigo sa Senate Blue Ribbon Committee.

Samantala, mananatili pa rin si Atty Jose Justiniano bilang parte ng prosekusyon matapos hindi pagbigyan ng korte ang hiling ni Sen. Estrada na idiskwalipika ito dahil sa conflict of interest.

“What more can I ask, can I say, the order has already ruled. That means I can already speak,” saad ni Atty. Justiniano.

Hindi rin pinagbigyan ang senador na magsagawa ng committee hearing sa PNP Custodial Center dahil sa kakulangan ng merito.

Sa resolusyon ng Sandiganbayan, muling pinaalalahanan ng korte na suspendido ang senador sa loob ng 90 days kung saan wala itong matatanggap na mga benepisyo at pribilehiyo sa kanyang trabaho. (Joyce Balancio / Ruth Navales, UNTV News)

Coalition calls for strong enforcement of 2016 arbitral ruling anew

MANILA, Philippines — Several groups have called anew for the strong enforcement of the 2016 arbitral ruling.

The group Citizens Alliance for Life and the Law of the Sea (CALL of the Sea) called on the Duterte Administration to strongly implement the arbitral ruling regarding the West Philippine Sea. The 2016 arbitral ruling affirmed the Philippines’ territorial claims in the South China Sea against China’s claims.

“What we must now need, moving forward is for us Filipinos and national leaders to speak as one with a clear unmistakable, consistent and emphatic voice on the enforcement of the arbitral award,” according to Atty. Joey Lina, convener of CALL of the Sea.

According to 1Sambayan led by its convener, retired Supreme Court Associate Justice Antonio Carpio, only Filipinos have the right to the country’s exclusive economic zone (EEZ).

“The constitution expressly declares the stay, the use of reserves and enjoyment of the nations marine wealth in its exclusive economic zone solely to Filipino citizens, clearly the president has no power to allow Chinese fishermen to fish in our exclusive economic zone in the West Philippine Sea,

Former Department of Foreign Affairs (DFA) Secretary Dr. Albert Del Rosario also said that President Rodrigo Duterte betrayed the constitution due to his previous statements regarding the West Philippine Sea.

“Last May 10, 2021, the President claimed his pledge to will ride a jet ski to the Spratlys, plant the Philippine flag there was a pure campaign joke. calling those who believed him as being stupid. This episode contributes to a widening belief among our countrymen that President Duterte betrayed the constitution he swore to uphold, and consequently betrayed his countrymen who rely on him to protect the West Philippine sea,” he said.

Meanwhile, Department of National Defense Secretary Delfin Lorenzana said the government is not giving up any natural resources in the country’s EEZ.

“We should also propagate an objective understanding of issues surrounding the West Philippine Sea to avoid being clouded by pure emotions which are being exploited by those who seek to divide rather than to unite us in our common goal. On the economic implications of the issue, we need to consistently acknowledge that the natural resources within our EEZ are for our exclusive exploitation,” he said. Sandiganbayan acquits Bong Revilla; convicts Janet Napoles over pork barrel scam

QUEZON CITY, Philippines (UPDATED) – After four and a half years in jail, former Senator Ramon ‘Bong’ Revilla Jr. on Friday (December 7) walked free after the Sandiganbayan acquitted him of plunder in line with the P10-B ‘pork barrel’ scam.

Meanwhile, the anti-graft court’s Special Division convicted alleged ‘pork barrel’ queen and mastermind Janet Lim-Napoles and Revilla’s former aide Richard Cambe.

Revilla’s case was considered the first among the cases on the alleged misuse of lawmakers’ Priority Development Assistance Fund (PDAF).

Along with his former colleagues former Senator Jinggoy Estrada and Juan Ponce Enrile, Revilla was accused of amassing P224-M worth of kickbacks from Napoles during his time as a senator in exchange for funneling millions from his ‘pork barrel’ to Napoles’ ‘bogus’ non-governmental organizations (NGO).

Among those who voted for his acquittal were Associate Justices Geraldine Faith Econg; Edgardo Caldona; Georgina Dumpit-Hidalgo.

Meanwhile, Associate Justices Efren De La Cruz and Ma. Theresa Dolores Gomez-Estoesta voted for conviction.

In July 2016, Enrile was granted bail due to his health condition, being 92 years old then . Estrada was granted bail in September 2017 because the court said: “There is no strong evidence to show that he is a main plunderer” though the evidence shows some “glaring irregularities” in the disbursement of his PDAF.

Revilla was the first to be cleared of plunder among the three former senators. However, he is not yet cleared of graft charges. After the promulgation, he proceeded to post bail of P480,000 for 16 counts of graft pending before the Sandiganbayan.

Revilla thanked all his supporters because finally “the truth has come out.” He said he will proceed to a church and pay respect to his mother’s grave before he visits his father, Ramon Revilla Sr.

Revilla is running for senator in the 2019 midterm elections.

Mayon residents receive face masks for protection against ash particles

ALBAY, Philippines – Social workers said there are not enough masks for everyone and that those who did not get a mask are advised to use a wet towel as an alternative.

“It’s important to wear these masks because the ash will enter your lungs and affect your health. You can get asthma. The dust can cause allergies to act up,” DSWD social worker, Jocelyn Arcanio said.

Residents were told to wear face masks to avoid inhaling ash and toxic volcanic material. The face masks were donated by an non-governmental organization that shipped them from Manila.

Meanwhile, it is still business as usual for villages covered in layers of ash, with residents saying they are used to the volcano’s eruptions.

Some could be seen wearing face masks, going to the market and washing away the dirt.

“Mount Mayon has always been like that. It won’t have a major eruption because it already exhausted its heat. Camalig residents are used to this kind of life when Mount Mayon acts up like that,” resident Malon Nusheri said.

“It’s so hard because we used our own money to farm and now it’s all gone because the volcano destroyed it. The rich have it better because they have the capital to recover. We don’t. Our cows almost died back there because of the ash. That could have cost us our livelihood,” displaced farmer Joseph Natorcabe said.

More than 80,000 had fled from villages within an 8-km (5-mile) danger zone around Mount Mayon and farm animals were also evacuated to temporary pastures.
